Book excerpt: This is a lively two-volume biography, first published in 1893, of the influential Victorian businessman and politician W. H. Smith (1825-1891), whose father and uncle established the well-known stationery and bookselling business. The author, Herbert Maxwell (1845-1932), was a Scottish essayist and Conservative Member of Parliament who greatly admired Smith's human qualities and had access to his personal papers. In this second volume, Maxwell narrates Smith's career from 1878 to 1891 as the First Lord of the Admiralty, revealing his political stamina during a time of economic hardship and conflicts in Afghanistan and among the Zulu. Extracts from his personal letters show the emotional burden of his responsibilities. Smith did not disguise his connection to the commercial middle class. Instead, he approached his political life with the same pragmatic wisdom he cultivated in business, and Maxwell emphasises how Smith strove to relieve the burdens of ordinary citizens.

Book excerpt: This is a lively two-volume biography, first published in 1893, of the influential Victorian businessman and politician W. H. The author, Herbert Maxwell (1845-1932), was a Scottish essayist and Conservative Member of Parliament who greatly admired Smith's human qualities and had access to his personal papers. Volume 1 documents the foundation of the newspaper wholesaling business, Smith's education and his thwarted desire to become a priest. It describes how Smith helped his father expand their efficient and successful business to include a chain of railway station news- and bookstalls and a lending library, as well as becoming sole agents for The Times in 1854. Smith went into Parliament in 1868, and worked for several years at the Treasury. Volume 1 ends with his tour to Cyprus in 1878 as First Lord of the Admiralty.

Available in PDF, EPUB and Kindle. Book excerpt: The Anglo-Irish Union of 1800 which established the United Kingdom of Great Britain and Ireland made British ministers in London more directly responsible for Irish affairs than had previously been the case. The Act did not, however, provide for full integration, and left in existence a separate administration in Dublin under a Viceroy and a Chief Secretary. This created tensions that were never resolved. The relationship that ensued has generally been interpreted in terms of 'colonialism' or 'post-colonialism', concepts not without their problems in relation to a country so geographically close to Britain and, indeed, so closely connected constitutionally. Governing Hibernia seeks to examine the Union relationship from a new and different perspective. In particular it argues that London's policies towards Ireland in the period between the Union and the Anglo-Irish Treaty of 1921 oscillated sharply. At times, the policies were based on a view of an Ireland so distant, different, and violent that (regardless of promises made in 1800) its government demanded peculiarly Hibernian policies of a coercive kind (c. 1800-1830); at others, they were based on the premise that stability was best achieved by a broadly assimilationist approach — in effect attempting to make Ireland more like Britain (c. 1830-1868); and finally they made a return to policies of differentiation though in less coercive ways than had been the case in the decades immediately after the Union (c. 1868-1921). The outcome of this last policy of differentiation was a disposition, ultimately common to both of the main British political parties, to grant greater measures of devolution and ultimately independence, a development finally rendered viable by the implementation of Irish partition in 1921/2.

Available in PDF, EPUB and Kindle. Book excerpt: Benjamin Disraeli, Earl of Beaconsfield, remains one of the most fascinating and enigmatic figures in British political history. He was the romantic radical, who went on to lead the Conservative party; the urban, middle class Jew, who identified himself with a ruling elite based on the aristocracy, land and Anglicanism. This study of Disraeli seeks to provide a balanced coverage of the whole of his career, giving equal weight to the long period spent as leader of the opposition, as well as examining his rise to the Conservative leadership and his subsequent record as Prime Minister. An assessment is offered of Disraeli's contribution to the late-Victorian Conservative party's political ascendancy, and in particular to its image as the 'national' party.

Opinions on its role have varied between those who saw it as protecting Britain from terrorism, revolution or worse and those who regarded the Special Branch as a threat to Britain's civil liberties. The truth has never been easy to establish, mainly due to the obsessive secrecy of the Branch.
