It is well known that the tide began to turn quite suddenly in 2001 when sector-wide employment and earnings halted this upward trend, despite continued gains in the rest of the economy. As informative as employment and earnings statistics may be, they do not paint a complete picture of the severity of the high-tech downturn. A decline in employment may result from reduced hiring and natural attrition, as opposed to layoffs, while a decline in earnings among high-tech workers says little about the fortunes of laid-off workers who did not regain employment in the high-tech sector. This study uses a unique administrative data source to address both of these gaps in our knowledge of the high-tech downturn. Specifically, the study explores permanent layoffs in the high-tech sector, as well as earnings losses of laid-off high-tech workers.--Document.

In the American economy's boom-and-bust business cycle since the 1980s, repeated layoffs have become part of working life. In A Company of One, Carrie M. Lane finds that the new culture of corporate employment, changes to the job search process, and dual-income marriage have reshaped how today's skilled workers view unemployment. Through interviews with seventy-five unemployed and underemployed high-tech white-collar workers in the Dallas area over the course of the 2000s, Lane shows that they have embraced a new definition of employment in which all jobs are temporary and all workers are, or should be, independent "companies of one." Book excerpt: In November 2008, the Regional Economic Studies Programme of the Institute of Southeast Asian Studies (ISEAS) and the Singapore office of the International Development Research Centre (IDRC) of Canada organised a forum on "Regional Economic Integration - ASEAN and Canadian Perspectives". The forum concluded that fundamentally the ASEAN Free Trade Area (AFTA) and the North American Free Trade Agreement (NAFTA) were two different kinds of agreements. First, while NAFTA focused entirely on trade and investments, the scope of AFTA was much broader, going beyond issues of trade and investments alone. Secondly, NAFTA was a lightly institutionalized regional trade agreement. There was no formal policy of institutional or policy development, and it lacked legislative instruments. Although ASEAN had a secretariat, its regional institutions remained weak in comparison to those of the European Union. Thirdly, the dispute-settlement mechanism in ASEAN was different from that of NAFTA. The ASEAN provisions were scattered over a number of documents and covered both economic (trade and investment) issues and other disputes (e.g., political or territorial), while NAFTA provisions were contained in a single document and could be applied only to matters related to trade and investments. Finally, although many studies presented trade liberalisation as a win-win proposition, the distribution of costs and benefits was mostly uneven. In the case of Canada, short-run gains in efficiency from expanded trade could be identified, but it was harder to determine longer-term dynamic gains. On the other hand, in the case of ASEAN, it was still grappling with the issue of the development divide, especially since the admission of Cambodia, Laos, Myanmar and Vietnam into the group.

Such failures may not be seriously seen in the short run because market adjusts demand through hoarding of inventory or import of required goods and services. The market also adjusts demand in the long run through expansion of concerned industrial output and also by the entry of new firms. The crucial variable is price which also adjusts the commodity and the labor market. The problem comes when there are issues of overproduction, over capacity utilization of plants, over liquidation and excess supply of money, change in demand because of change in tastes and habits of consumers, households and the public. All these create knife edge disturbances in the economy. As a consequence they need adjustment through some variables such as employment and growth of population, saving propensity, technology, exhaustion of existing inventory, monetary and fiscal balancing. In this volume an attempt has been made to appraise the working of a market economy where short term disturbances may occur, market efficiency reduces, recessionary cycle emerges and after certain fundamental measures the market recovers. Starting with a brief recent history of the crisis and the recession, discussions in this volume turn to how deliberations in macroeconomics yield implications for specific policies, some of which have been tried and others still to be tested. This is not true of other prices, which adjust relatively quickly to reflect changes in demand and supply. Although economists have posited many theories to account for wage rigidity, none is satisfactory. Eschewing "top-down" theorizing, Truman Bewley explored the puzzle by interviewing--during the recession of the early 1990s--over three hundred business executives and labor leaders as well as professional recruiters and advisors to the unemployed. By taking this approach, gaining the confidence of his interlocutors and asking them detailed questions in a nonstructured way, he was able to uncover empirically the circumstances that give rise to wage rigidity. He found that the executives were averse to cutting wages of either current employees or new hires, even during the economic downturn when demand for their products fell sharply. They believed that cutting wages would hurt morale, which they felt was critical in gaining the cooperation of their employees and in convincing them to internalize the managers' objectives for the company.
