Libya and the United States, Two Centuries of Strife provides a unique and up-to-date analysis of U.S.-Libyan relations, assessing within the framework of conventional historical narrative the interaction of the governments and peoples of Libya and the United States over the past two centuries. Drawing on a wide range of new and unfamiliar material, Ronald Bruce St John, an expert with over thirty years of experience in international relations, charts the instances of ignorance, misunderstanding, treachery, and suffering on both sides that have shaped and limited commercial and diplomatic intercourse. St John argues that Cold War strategies resulted in a paradoxical and ambiguous U.S. policy toward Libya during the Idris regime of the 1960s, strategies that contributed to the bankruptcy of that monarchy. After Muammarl Qadhafi's ouster in 2011, interim authorities proved unable to form a stable government or address pressing issues. Elections for legislative bodies and a constitutional drafting assembly held in 2012 and 2014 were administered transparently, but were marred by declining rates of participation, threats to candidates and voters, and zero-sum political competition. Insecurity became prevalent in Libya following the 2011 conflict and deepened in 2014, driven by overlapping ideological, personal, financial, and transnational rivalries. Issues of dispute have included governance, military command, national finances, and control of oil infrastructure. At present, armed militia groups and locally organized political leaders remain the most powerful arbiters of public affairs. An atmosphere of persistent lawlessness has enabled militias, criminals, and Islamist terrorist groups to operate with impunity, further endangering civilians' rights and safety. U.S. Africa Command (AFRICOM) emphasizes the importance of a political solution for stability, and in March 2018, told Congress that, in light of prevailing turmoil, "the risk of a full-scale civil war remains real." U.S. officials and other international actors have worked since 2014 to convince Libyan factions and their various external supporters that inclusive, representative government and negotiation are preferable to competing attempts to achieve dominance through force of arms. The U.N. Security Council has authorized financial and travel sanctions on individuals and entities responsible for threatening "the peace, stability or security of Libya," obstructing or undermining "the successful completion of its political transition," or supporting others who do so. A U.N. arms embargo is in place, and U.S. executive orders provide for sanctions on figures that undermine the transition. In December 2015, some Libyan leaders endorsed a U.N.-brokered political agreement to create a Government of National Accord (GNA) to oversee the completion of the transition. GNA Prime Minister-designate Fayez al Sarraj and members of a GNA Presidency Council have attempted to implement the agreement and have competed for influence with political figures and armed forces based in eastern Libya, including Field Marshal Khalifa Haftar's "Libyan National Army" (LNA) movement. A U.N.-sponsored Action Plan launched in 2017 seeks to complete Libya's transition during the coming year, and Libyans and outsiders are debating terms for its implementation. Previous mediation efforts struggled to gain traction, and outsiders have at times pursued their own agendas through ties with Libyan factions. Such competition by proxy raises the stakes of Libya's internal rivalries and complicates negotiations. The State Department suspended operations at the U.S. Embassy in Tripoli in July 2014. U.S. diplomats engage with Libyans and monitor U.S. programs in Libya via the Libya External Office (LEO) at the U.S. Embassy in Tunisia. Periodic U.S. military strikes target IS members and other terrorists. U.S. officials judge that the threats posed by IS members and Al Qaeda have been degraded, but note that these groups remain dangerous and could resurge if conditions deteriorate. Congress has conditionally appropriated funding for limited U.S. transition support and security assistance programs for Libya since 2011 and is reviewing the Trump Administration's FY2019 requests for assistance funds. In 2017, the Administration imposed conditional restrictions on the entry of Libyan nationals to the United States, with some exceptions. Political consensus among Libyans remains elusive, and security conditions may create lasting challenges for the return to Libya of U.S. diplomats and the full development of bilateral relations.

R2P was the public raison d'être of the war, and an important legitimizing factor of the intervention. Still, the humanitarian situation was a necessary, but not in and by itself an adequate precondition for intervention. A number of factors coalesced to enable the intervention. While the humanitarian situation triggered the intervention, in reality a variety of national interests governed the approach by the various international actors, and more often than not, these motives were not rooted in the particular circumstances in Libya. The book offers a combination of unique perspectives. While the perspectives of the US, France, and the UK on the Libyan Crisis/War have been well documented, the Arabic and Scandinavian political and military dynamics have been much less so. While the perspectives of NATO, the UN, and R2P have been debated, the view from the Arab League and African Union (AU) have been less in focus. The volume redresses that imbalance and offers the most broad-ranging analysis yet of a key moment in recent international relations.

After recounting the actions of Libya and the United States in the Middle East since 1969, ElWahrfally concludes that it was very far from accurate. Using personal interviews as well as scholarly research, ElWarfally demonstrates that recent U.S. relations with Libya, regardless of rhetoric, have been primarily determined by whether or not Libya serves U.S. interests in the region: maintaining access to Middle Eastern oil, protecting Israel, and limiting Soviet expansionism. Just as the official image of Libya has veered from one extreme to another, U.S. policy responses have also often conflicted with the publicly stated view. The Nixon administration was at first friendly toward Libya, even though Qaddafi ejected the U.S. military and nationalized the oil industry, because of Libya's avowed anticommunism and U.S. dependence on Libyan oil. After 1976, the official U.S. image was more hostile, and Libya was attacked as a destabilizing influence in the Middle East. Outrage reached new heights during the Reagan administration, which made several unsuccessful covert attempts to unseat Qaddafi, mounted an embargo and military provocations, and in 1986 bombed Libya on a pretext later revealed to be false. Combining theory with current history, this book demonstrates that fixed ideas and misinterpretation of events may have more to do with foreign policy behavior than facts do. Suggesting a new direction for research into relations between the superpowers and the Third World, it will interest scholars, students, and policymakers concerned with the Middle East.

TNC Chairman Mustafa Abdeljalil and cabinet leader Interim Prime Minister Abdurrahim El Keib direct the TNC's efforts. They and their colleagues are indirectly answerable to a wide range of locally and regionally organized activists, local committees, prominent personalities, tribes, militias, and civil society groups seeking to shape the transition and safeguard the revolution's achievements. The transition period may prove to be as complex and challenging for Libyans and their international counterparts as the 2011 conflict. Overcoming the legacy of Qadhafi's rule and the effects of the fighting are now the principal challenges for the Libyan people, the TNC, and the international community. As the transition unfolds, Libyans are facing key questions about basic terms for transitional justice, a new constitutional order, political participation, and Libyan foreign policy. Security challenges, significant investment needs, and vigorous political debates are now emerging. As Libyans work to shape their future, Congress and the Administration have the first opportunity to fully redefine U.S.-Libyan relations since the 1960s.

Full diplomatic relations were restored on May 31, 2006 when the United States upgraded its Liaison Office in Tripoli to an Embassy. Libya was removed from the list of state sponsors of terrorism and states not fully cooperating with U.S. counterterrorism efforts in June 2006. Until recently, U.S.-Libyan re-engagement was hindered by lingering disagreements over outstanding legal claims related to U.S. citizens killed or injured in past Libyan-sponsored or supported terrorist attacks. Under the terms of a Claims Settlement Agreement reached between the Libyan and U.S. governments in August 2008, funds now have been made available to settle specific outstanding claims. The 111th Congress and the Administration of President-elect Barack Obama will inherit a U.S.-Libya relationship that is relatively free of longstanding constraints but which also remains relatively undefined. This report provides background information on Libya and U.S.-Libyan relations; profiles Libyan leader Muammar al Qadhafi; discusses Libya's political and economic reform efforts; and reviews current issues of potential congressional interest.
