This ultimatum (as to which Sir Edward Grey, the Brit ish Foreign Secretary, said that he had never before seen one state address to an other independent state a document of so formidable a character) prescribed under ten heads exactly What Servia was to do if she wished to survive. The sixth head laid it down that the Austrian Govern ment was to take part in a criminal trial of accessories to the archducal murder under Servian justice at Belgrade. The Viennese press of the 25th July showed that Vienna neither desired nor expected Servia to bow to the ultimatum. Servia did bow to the whole of the ulti matum except the sixth head, and at the end of her reply she offered, if Austria was not satisfied, to arbitrate at the Hague. Sir Edward Grey considered the Servian Reply so ab J ect that it in volved the greatest humiliation to Servia that he had ever seen a country undergo. Book excerpt: This new Liberty Fund edition of James McClellan's classic work on the quest for liberty, order, and justice in England and America includes the author's revisions to the original edition published in 1989 by the Center for Judicial Studies. Unlike most textbooks in American Government, Liberty, Order, and Justice seeks to familiarize the student with the basic principles of the Constitution, and to explain their origin, meaning, and purpose. Particular emphasis is placed on federalism and the separation of powers. These features of the book, together with its extensive and unique historical illustrations, make this new edition of Liberty, Order, and Justice especially suitable for introductory classes in American Government and for high school students in advanced placement courses.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Case for Liberty In the early months of 1916 I wrote a book entitled The Decline of Liberty in England. It was composed in illness and in a period of acute anxiety about causes and individuals. Like many others I then feared that even if the Central Powers were defeated the British Empire would by victory be converted to Prussian ideals. Yet to-day as I write these words the Central Powers are defeated and the Allies are laying the foundations of international peace. In 1916 it was difficult to write of liberty except in the sentimental manner of John Stuart Mill. War and fear of war have necessarily always been the worst enemies of liberty. Book excerpt: Excerpt from The Story of Liberty The necessity of teaching, not only to young Americans but to all prospective Americans, the meaning and mis sion of political liberty has but lately found expression in the movement known as Americanization. What is liberty as exemplified in American institutions? Where and how did it originate? Through what struggles and triumphs has it advanced? What peoples have always been its defenders, and how have its influence and bless ings been finally extended to include all nations of the earth? It is upon a knowledge of the facts implied in such questions as these that young American Citizens, whether native or foreign-born, are to become truly Americanized. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Liberty of the Press, Speech, and Public Worship: Being Commentaries on the Liberty of the Subject and the Laws of England The introduction to these Commentaries contained a classification of the law under ten divisions, one of which was entitled "The Security of Public Worship," and another was entitled "The Security of Thought, Speech, and Character." It was also pointed out that these two divisions might well be treated as substantially one, seeing that the Security of Public Worship was only another name for the Security of Thought' and Speech, when applied to one prominent subject-matter. But, nevertheless, it was deemed advisable to treat them as separate divisions, and even to give precedence to that which was specific, over that which was generic. The reason was, that in all countries, ages, and conditions of mankind - even in the savage state - something has always been recognised as Public Religious Worship, which, moreover, has always been a settled and conspicuous practice; whereas, until the invention of printing, the Freedom of Thought and Speech was scarcely dreamt of as a branch of human government, and the minds of legislators had been almost blank with regard to it. Book excerpt: Excerpt from The Standard of Liberty: An Occasional Paper Executive patronage under our constitution, is thought to put the Governor beyond the reach of the people; that when he has fenced himself with appointments under him, it is difficult, if not impossible to prevent his re-election. So far is this from being the fact, that it is his appointments which give him all his trouble, and lay the foundation of an opposition. We need not recur to a saying of Lewis 14th to prove this; that when he had confered an office or an honour, he made many dissatisfied, and one man ungrateful. He is ungrate ful, either because it is the nature of an obligation to produce ingratitude or because the man thinks himself injured in get ing less than his due. If I am to administer a government, and wish a continuance in office, or to escape enmities, let me have no appointments in my gift. It is invidious to select the qualified or bestow emoluments. What a host does not a Go vernor raise up against himself, in the exercise of such a trust? There can be but one man in many appointed to ohice; and yet all, or most expect offices. So blind is self-love that few men suspect their incapacity, or call in question their deseit. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Liberty: The Giant Killer But this is not true. There are just as many Prin cesses to love, honor and protect in the world right now as there ever were in the once upon a time days. They are your Mothers, Sisters, Aunts and Cousins. There are just as many Princes, too. They are the Princes of the Everyday World, called your Daddies and Brothers, Uncles and Cousins. They are the Princes who sailed three thousand miles across the sea to overcome an enemy that was more dangerous than the giants and dragons, witches and elves in the old fairy stories. For this enemy tried to conquer and rule the whole world, and tried to make men and women, boys and girls give up the freedom they love so dearly. Now that enemy is beaten, and your Daddies, Brothers, Uncles and Cousins have come home. They will tell you stories more wonderful than any fairy story that was ever told or written. And if you read Liberty the Giant Killer, you will find other true stories about brave Belgian, French, British, Italian and American soldiers, who fought in the World War for everlasting liberty and everlasting peace.
