Book excerpt: This book, first published in 1983, illustrates the domestic and internal dimension of appeasement and explores the political options open to the western powers in the run up to the Second World War. It looks at the factors pointing in the direction of a general settlement with the dictators: limitation of resources and strategic over-commitment by Britain; economic decline and financial exhaustion of France; lack of support from the United States and the Soviet Union.

Available in PDF, EPUB and Kindle. Book excerpt: This collection of essays deals with some of the problems posed by the origins of World War II. Was World War II part of a developing world crisis or should it be seen purely in a European context? Before 1960 general historical opinion held that World War I 'broke out', World War II was 'precipitated'. Fritz Fischer's and A.J.P Taylor's challenge to this thesis caused a controversy which made it impossible to isolate the causes of the two World Wars. Whether Hitler was an opportunist or a planner (or both) is discussed in a series of articles, the introduction to which considers the irrational element in Hitler's character and the contradictions in his policy. One author presents Hitler's attitude towards Japan and offers reasons why there was so little collusion between Germany and Japan before the end of 1937. Readers are introduced to the ideas of both American and Japanese writers as to the causes of the 'China Incident' of July 1937 and its influence on European politics. Other topics presented include Mussolini's role as an 'icebreaker' for Hitler; Chamberlain's policy of appeasement; the Rome Agreements of 1935 which caused a rift between Britain and France over Ethiopia; Hitler's attitude towards Japan; Roosevelt's movement of the U.S. Fleet; the defeat of France; the Japanese occupation of Indo-China; and other key issues. A plea for historians of the former belligerents to meet periodically in small groups to discuss research concludes this volume.

Available in PDF, EPUB and Kindle. Book excerpt: In 1941, the European war became a world war. This book tackles that process in its economic, political and ideological dimensions. Margaret Lamb and Nicholas Tarling explore the significance of the Asian factor and the importance of East Asia in the making of the war in Europe and the transformation of the European war of 1939 into the world war of 1941. This Asian factor has often been neglected, but the policies of all the major powers were affected by their world-wide interests. France had its possessions in North Africa and Asia; Nazi Germany chose to become involved in China and to make an agreement with Japan; Britain's action in Europe and the Mediterranean were conditioned by its commitments elsewhere in the world, and the United States and the Soviet Union were both involved in Europe and Asia. In particular the threat that Japan presented to the status quo in East Asia made it difficult for the war in Europe in turn affected the position in East Asia. The US built a two-ocean navy and encouraged the British to continue their struggle by keeping the resources of South East Asia available, and these steps led to a clash with the Japanese. Lamb and Tarling's global approach throws valuable new light on the origins of the Second World War.

Available in PDF, EPUB and Kindle. Book excerpt: History tells us that World War II united Americans, but as in other conflicts it was soon back to politics as usual. Nancy Beck Young argues that the illusion of cooperative congressional behavior actually masked internecine party warfare over the New Deal. Young takes a close look at Congress during the most consensual war in American history to show how its members fought intense battles over issues ranging from economic regulation to social policies. Her book highlights the extent of-and reasons for-liberal successes and failures, while challenging assumptions that conservatives had gained control of legislative politics by the early 1940s. It focuses on the role of moderates in modern American politics, arguing that they, not conservatives, determined the outcomes in key policy debates and also established the methods for liberal reform that would dominate national politics until the early 1970s. Why We Fight--which refers as much to the conflicts between lawmakers as to war propaganda films of Frank Capra—unravels the tangle of congressional politics, governance, and policy formation in what was the defining decade of the twentieth century. It demonstrates the fragility of wartime liberalism, the nuances of partisanship, and the reasons for a bifurcated record on economic and social justice policy, revealing difficulties in passing necessary wartime measures while exposing racial conservatism too powerful for the moderate-liberal coalition to overcome. Young shows that scaling back on certain domestic reforms was an essential compromise liberals and moderates made in order to institutionalize the New Deal economic order. Some programs were rejected-including the Civilian Conservation Corps, the National Youth Administration, and the Works Progress Administration—while others like the Wagner Act and economic regulation were institutionalized. But on other issues, such as refugee policy, racial discrimination, and hunting communist spies, the discord proved insurmountable. This wartime political dynamic established the dominant patterns for national politics through the remainder of the century. Impeccably researched, Young's study shows that we cannot fully appreciate the nuances of American politics after World War II without careful explication of how the legislative branch redefined the New Deal in the decade following its creation.
