Book excerpt: "This paper employs a 52-sector, small, open-economy computable general equilibrium model of the Tanzanian economy to assess the impact of the liberalization of regulatory barriers against foreign and domestic business service providers in Tanzania. The model incorporates productivity effects in both goods and services markets endogenously, through a Dixit-Stiglitz framework. It summarizes policy notes on the key business service sectors that were prepared for this work, and estimates the ad valorem equivalent of barriers to foreign direct investment based on these policy notes and detailed questionnaires completed by specialists in Tanzania. The authors estimate that Tanzania will gain about 5.3 percent of the value of Tanzanian consumption in the medium run (or about 4.8 percent of gross domestic product) from a full reform package that also includes uniform tariffs. The estimated gains increase to about 16 percent of consumption in the long-run, steady-state model, where the impact on the accumulation of capital from an improvement in the productivity of capital is taken into account. Decomposition exercises reveal that the largest gains to Tanzania will derive from liberalization of costly regulatory barriers that are non-discriminatory in their impacts between Tanzanian and multinational service providers. Book excerpt: This thesis explores the role of trade and trade liberalization policies on Tanzanian economy with special focus on the performance of agricultural sector. In terms of methodology, we first use parametric and non-parametric tests to evaluate the impact of liberalization policies on the growth rate of exports. Secondly, we use ordinary least square and instrumental variable to test the Â"inverse relationship hypothesisÂ" and then we estimate the effect of liberalization on land productivity. We also extend this analysis to Uganda in order to ascertain whether similar findings could be replicated in other developing countries. Thirdly, we employ the co-integration technique to evaluate the effects of openness on economic growth. The parametric and non-parametric tests shows that: despite the marked variation in the composition of traditional exports especially during the late 1990s; largely from coffee and cotton to cashewnuts and tobacco, the contribution of trade liberalization in fostering export growth is rather weak. Second, although the volume of food crops during the post reform period is much higher than before the reforms, there are no symptoms of increased growth overtime. The empirical evidence from econometric analysis shows the existence of diminishing returns to land in the agricultural sector. On the other hand, the impact of trade liberalization on land productivity is mixed; while in some traditional exports its impact is negative and significant, in others the impact is positive but not significant. Contrary to the conventional wisdom as documented in the traditional theories of comparative advantage, the problem with Tanzanian agriculture is not related to the land size but low productivity. Interestingly, these results are also replicated in the Ugandan case. The cointegration analysis shows that the share of trade to GDP is negatively correlated with economic growth. In general, the contribution of this thesis has wider implications in the development policy, at least for the case of Tanzania and other developing countries. First, trade liberalization policies are counterproductive unless diminishing returns to land is squarely addressed. Secondly, the existence of diminishing returns to land is incompatible with the simple prediction of the theory of comparative advantage. The presumption behind trade liberalization is that specialization according to the Â"comparative advantageÂ" doctrine would inevitably enhance increased productivity (i.e., efficiency). Our results do not conform to this presumption. Third, diminishing returns means that as production increases with international specialization, every additional unit of commodity produced would be more expensive to produce. Fourth, the persistence of diminishing returns to land is incompatible with poverty reduction.

Trade barriers, such as export restrictions on stable food crops, are commonly used by developing countries in times of crisis. Surges in international food prices raise the real incomes of the farmers selling food while hurting the net food consumers. Trade restrictions may stabilise the domestic availability and price of food for net consumers in the short run. However, the question remains how liberalisation after a long period of ad-hoc export restriction influences rural producers. This working paper examines the effects of lifting a maize export ban on farmers' food security and market behaviour in Tanzania. Using data from the National Panel Surveys over multiple waves, the study employs a difference-in-difference methodology to analyse the association at the household and district level. The results suggests that farmers who sold maize under the ban reduced their maize production and shifted to other stable crops, becoming less commercialised and disconnected from the market after liberalisation. A borderline significant negative association on household-level dietary diversity and quality is observed in regards to food security.

Using production, consumption and price data for pre-and post-liberalization periods for two main agricultural crops from Bangladesh (rice) and Tanzania (maize) we critically analyse the correlation between domestic and international prices of rice in Bangladesh and maize in Tanzania to estimate impact of agricultural trade liberalization on price stability/volatility and food security to measure economic benefits of trade liberalization on smallholder farmers. Using coefficient of variation of the level of prices (CV) and corrected coefficient of variation (CCV) as measured by Huchet-Bourdon (2011) we found that the values of both CV and CCV for consumer price in the post-liberalisation were quite large suggesting greater volatility of consumer price of rice in Bangladesh and maize in Tanzania in the post-liberalization period. We conclude that price volatility diminishes the potential benefits of agricultural trade liberalization for smallholder farmers who are net-deficit producers, net-deficit sellers and recommend supplementary policy interventions to achieve enhanced welfare from trade liberalization.

This volume studies how growth is measured in Botswana, Kenya, Tanzania and Zambia and challenges commonly held beliefs of African economic performance. The volume offers a reconsideration of economic growth in Africa in three respects. First, it shows that the focus has been on average economic growth and that there has been no failure of economic growth. In particular the gains made in the 1960s and 1970s have been neglected. Second, it emphasizes that for many countries the decline in economic growth in the 1980s was overstated, as was the improvement in economic growth in the 1990s. The coverage of economic activities in GDP measures is incomplete. In the 1980s many economic activities were increasingly missed in the official records thus the decline in the 1980s was overestimated (resulting from declining coverage) and the increase in the 1990s was overestimated (resulting from increasing coverage). The third important reconsideration is that there is no clear association between economic growth and orthodox economic policies. This is counter to the mainstream interpretation, and suggests that the importance of sound economic policies has been overstated, and that the importance of the external economic conditions have been understated in the prevailing explanation of African economic performance.
