In this path-breaking book, Rodríguez García fills this void in the historical literature by offering a comparative analysis of two cases, the European Regional Organisation (ERO) and the Inter-American Regional Workers' Organisation (ORIT), which were created in the early 1950s as regional branches of the International Confederation of Free Trade Unions (ICFTU). The author employs the term 'labour liberalism' to describe their wide variety of functions. She argues that social democratic and reformist trade unions, which made up the bulk of ICFTU members, were fundamentally shaped by liberal values, even while calling for the active participation of organised labour in the planning and implementation of projects promoting liberal democracy and socio-economic development at home and abroad. By placing international free trade unionism centre stage, this book adds significantly to our understanding of post-war labour and liberalism.

The First World War and the revolutionary wave it provoked in Russia and elsewhere were powerful inspirations for the founding of the ILO. Since then, the ILO has seen successes and set-backs; it has been ridiculed and praised. Much has been written about the ILO; there are semi-official histories and some critical studies on the organization's history have recently been published. Yet, further source-based critical and comprehensive analyses of the organization's origins and development are still lacking. At a time when trade unions were a substantial force in both American and European politics, the fiercely anti-communist American Federation of Labor–Congress of Industrial Organizations (AFL–CIO) set a strong example for labour organizations overseas. The AFL–CIO cooperated closely with the US government on foreign policy and enjoyed an intimate, if sometimes strained, relationship with the CIA. The activities of its international staff, and especially the often secretive work of Jay Lovestone and Irving Brown—whose biographies read like characters plucked from a Le Carré novel—exerted a major influence on relationships in Europe and beyond. Having mastered the enormous volume of correspondence and other records generated by staffers Lovestone and Brown, Carew presents a lively and clear account of what has largely been an unknown dimension of the Cold War. In impressive detail, Carew maps the international programs of the AFL–CIO during the Cold War and its relations with labour organizations abroad, in addition to providing a summary of the labour situation of a dozen or more countries including Finland, France, Italy, Germany, Japan, Greece, and India. American Labour’s Cold War Abroad reveals how the Cold War compelled trade unionists to reflect on the role of unions in a free society. Yet there was to be no meeting of minds on this, and at the end of the 1960s the AFL–CIO broke with the mainstream of the international labour movement to pursue its own crusade against communism.

Several unions in the US, the UK, and other countries have embraced this model of unionism as a formula for labor revitalization. Organizing locals aim to strengthen unions by redeploying resources and mobilizing workers around the goal of member recruitment. The union local under study stands out as an exceptional case within the US context. Against the backdrop of a languishing labor movement, this local has succeeded at recruiting workers and keeping its members engaged. The book seeks to unpack this success and examine closely what works, what does not, and how things work. The research design relies on participant observation and in-depth interviews to examine how formal systems of representation and macro-organizing strategies and platforms get translated into micro-level processes, experiences, and relationships. By adopting a micro-social approach, the author reveals what drives union activism in an organizing local, beyond the rhetoric of union officials. Further, the findings identify the conditions for successful union reform, and show formal and informal mechanisms for accommodating opposite orientations in union work, attending to members' expectations of union «help», and changing the status quo through organizing.

In Brazil, during the international context of the Cold War, when Brazil was governed by a military dictatorship ruled by generals who alternated in power, hundreds of union members were sent to the United States to take union education courses. Did they come back “Americanized” and able to introduce American trade unionism in Brazil? That is the question this book seeks to answer. It is a subject that is as yet little explored in the history of Latin American labor and international relations: the influence of foreign union organizations on national union politics and movements. Despite the US’s investment in advertising, courses, films and trips offered to Brazilian union members, most of them were not convinced by the American ideas on how to organize an “authentic” union movement – or, at least, not committed to applying what they learned in the States.

In Chile this process was particularly sweeping, having occurred under the right-wing dictatorship of General Augusto Pinochet. Despite the transition to democracy in 1990, the labor relations system created by the Pinochet regime is still largely in place. Although a number of works have assessed the conditions of unionism in post-dictatorship Chile, little attention has been paid to the firm level, which is where most of the collective bargaining now takes place. This book takes a qualitative approach to examining the dynamics of collective bargaining at the firm level in democratic Chile by investigating the causes of variation in the bargaining outcomes of fifty-three unions in four firms in the banking, manufacturing, retail and telecommunications sectors. It seeks to explain both variation in individual union bargaining outcomes within firms and aggregate differences in outcomes between firms. The book also provides a systematic explanation of the decline of collective bargaining results among Chilean unions in general during the 1990s and early 2000s.
