Book excerpt: A leading intellectual historian of Latin America here examines the changing political ideas of the Mexican intellectual and quasi-governmental elite during the period of ideological consensus from the victory of Benito Juárez of 1867 into the 1890s. Looking at Mexican political thought in a comparative Western context, Charles Hale fully describes how triumphant liberalism was transformed by its encounter with the philosophy of positivism. In so doing, he challenges the prevailing tendency to divide Mexican thought into liberal and positivist stages. The political impact of positivism in Mexico began in 1878, when the "new" or "conservative" liberals enunciated the doctrine of "scientific politics" in the newspaper La Libertad. Hale probes the intellectual origins of scientific politics in the ideas of Henri de Saint-Simon and Auguste Comte, and he discusses the contemporary models of the movement the conservative republics of France and Spain. Drawing on the debates between advocates of scientific politics and defenders of the Constitution of 1857 in its pure form, he argues that the La Libertad group of 1878 and their heirs, the Cientificos of 1893, were constitutionalists in the liberal tradition and not merely apologists for the authoritarian regime of Porfirio Díaz. Hale concludes by outlining the legacy of scientific politics for post-revolutionary Mexico, particularly in the present-day efforts to inject "democracy" into the political system. Book excerpt: In the era of globalization since the 1990s, international cooperation has become one of the most challenging topics of debate and research in higher education. This book attempts to provide scientific evidence on the debates and different types of internationalization found in higher education from a Mexican point of view. It identifies German and Mexican partnership collaborations in institutions of higher education as well as the experiences of German and Mexican university personnel involved in educational projects. The findings are based on qualitative research using documentary evidence, semi-structured expert interviews and qualitative content analysis. The study encompasses three levels. At the macro level, internationalization of higher education is discussed in a general way but with a focus on the Mexican situation, presenting a typology of prevailing types of internationalization. The meso level includes a secondary analysis of official data on the bilateral relations between German and Mexican institutions of higher education. The micro level presents a case study of two particular university collaborations using the experiences of those involved in both countries. Laura Patricia Cruz Ruiz (born 1972 in Chiapas, Mexico) studied in the field of education at the Business and Pedagogical Development University (UNIVDEP) in Mexico City, where she received her Master Degree (M.A.) in 2008. She has worked at the Mexican Secretariat of Health and Education as well as in the National Council of Science and Technology (CONACyT), from which, in 2010, she obtained a scholarship for her doctoral studies in Germany. She held a German-Mexican scholarship for international capacity building in Germany from 2005-2006. In 2015, she completed her doctoral degree (Dr. phil.) at the Faculty for Philosophy and Educational Research in the field of Comparative Education at Ruhr University Bochum in Germany.

Book excerpt: For decades, Mexican leaders and scholars as well as outside observers have spoken of a Mexican university system in crisis, expressing concern over student political activism and violence, declining quality of instruction and facilities, crowded campuses, and lack of employment for graduates. When the government harshly suppressed a student movement in 1968, world attention focused on the turmoil that was endemic in university life. During the severe economic slump of the 1980s, the fundamental weaknesses of the Mexican economy—its inefficiency and inability to compete in the world—were often attributed to failings of the university system. Using original quantitative data on the graduates of all Mexican universities in a dozen major professional fields since 1929, the author explores the nature of this purported "crisis" by examining a series of questions about the Mexican university system: How have the changing policy priorities of the Mexican government affected the university’s education of professionals? How have the Mexican economy’s needs for professionals shaped the functioning of the university system? Has Mexico trained "enough" professionals? Have they been trained in the "right" fields? Has the university been able to respond to demands for upward mobility through higher education? The author’s detailed analysis reveals a paradox: to the extent that Mexican universities may not be producing the kinds of expertise needed for competing in the new global marketplace, that educational quality has declined gradually over time, and that the university has not contributed much to social mobility, one may indeed speak of a crisis. Yet because the university system has reached its present form in response to demands placed on it be government, the economy, and society, responding pragmatically to circumstances beyond its control, the author concludes that the crisis is not fundamentally a university crisis, but rather one that lies in Mexican economy and society at large.
