Les nouveaux États qui accusaient un retard important quant à leur développement économique forgèrent le concept de patrimoine commun de l'humanité afin de s'assurer une partie équitable du contrôle et des revenus provenant de l'exploitation des ressources naturelles communes de l'humanité dont l'exploitation était envisageable à l'époque : grands fonds marins, espace extra-atmosphérique et Lune. Toutefois, les pays en développement ne disposaient d'aucun atout véritable dans les négociations visant à assurer une gestion équitable de ces ressources. Ainsi, les pays développés qui acceptèrent, dans un premier temps, que le concept de patrimoine commun de l'humanité s'applique à certaines de ces ressources eurent, par la suite, la voie libre pour dénaturer le concept et lui enlever toute signification en tant qu'instrument de développement des pays pauvres. Le concept de patrimoine commun de l'humanité perdit du même coup tous les attributs qui en faisaient un instrument de la réalisation d'un nouvel ordre économique international.

Devant les grands problèmes contemporains, toute une partie de la doctrine et de la société mondiale plaide pour la recherche d'un nouvel ordre de l'humanité qui permette la protection et l'épanouissement des hommes et de la nature. Les prémices d'une gestion protectionniste et même prospective de certains espaces sont apparus en Australie, lors de la mise en œuvre de la convention du patrimoine mondial de l'Unesco. Ils préfigurent la possibilité de "rencontres" culturelles et s'engagent dans la voie d'un développement écologiquement durable. Le domaine de l'environnement constitue, en effet, le pole principal d'extension de la notion revendiquée par la doctrine. Cependant, le contexte idéologique défavorable, sans avoir totalement évacué cette notion s'est employé à la vider de sa substance la plus novatrice.
