In Montreal bourgeois Protestant women responded by establishing institutional charities for destitute women and children. Their Benevolent Design delves into the inner workings of two of these charities (the Protestant Orphan Asylum and the Montreal Ladies’ Benevolent Society), sheds light on little-known aspects of the community’s response to social inequality, and examines the impact of liberalism on changing attitudes to poverty and charity. Seeing charity as a class duty, elite women structured their benevolent design around the protection, religious salvation, and social regulation of poor children. Janice Harvey explores how these philanthropists overcame the constraints of social conventions for women in polite society, how charity directors devised and implemented institutional aid, and how that aid was used by families and experienced by children. Following the development of the charities through the end of the nineteenth century and into the early twentieth, the book explores the conflict that arose between these institutions and other social services, including those that advocated for foster care and so-called scientific charity. The 1920s marked a major social shift in how child poverty was understood and managed in Protestant Montreal. Despite the gendered obstacles facing women in charity organization, Their Benevolent Design celebrates the remarkable ingenuity and independence of a group of Canadian women in shaping social aid and improving the grim realities of child poverty.

Book excerpt: From the late nineteenth century to the Second World War, a 'young and modern' girl problem emerged in Montreal in the context of social and cultural turmoil. In Caught, Tamara Myers explores how the foundation and implementation of Quebec's juvenile justice system intersected with Montreal's modern girl. Using case files from the juvenile court and institutional records, this study aims to uncover the cultural practices that transformed modern girls into female delinquents. From reform schools of the nineteenth century to the juvenile court era of the early twentieth, juvenile justice was a key disciplinary instrument used to maintain and uphold the subordination of adolescent girls. Caught exposes the attempts made by the juvenile justice system of the day to curb modern attitudes and behaviour; at the same time, it reveals the changing patterns of social and family interaction among adolescent girls. Myers also uncovers the evolving social construction of these young culprits – les jeunes filles modernes with their penchant for la vie legere – as generated by parents, church authorities, women's groups, social workers, the media, and juvenile justice agents. She illuminates the rich texture of these girls' public and private lives in the first half of the twentieth century, humanizing the stories of girls who were condemned for being too modern as they worked, played, and resisted the authority of parents, community, and the law.

Book excerpt: At one time, the use of corporal punishment by parents in child-rearing was considered normal, but in the second half of the nineteenth century this begin to change, in Quebec as well as the rest of the Western world. It was during this period that the extent of ill-treatment inflicted on children—treatment once excused as good child-rearing practice—was discovered. This book analyzes both the advice provided to parents and the different forms of child abuse within families. Cliche derives her information from family magazines, reports and advice columns in newspapers, people’s life stories, the records of the Montreal Juvenile Court, and even comic strips. Two dates are given particular focus: 1920, with the trial of the parents of Aurore Gagnon, which sensitized the public to the phenomenon of “child martyrs;” and 1940, with the advent of the New Education movement, which was based on psychology rather than strict discipline and religious doctrine. There has always been child abuse. What has changed is society’s sensitivity to it. That is why defenders of children’s rights call for the repeal of Section 43 of the Canadian Criminal Code, which authorizes “reasonable” corporal punishment. Abuse or Punishment? considers not only the history of violence towards children in Quebec but the history of public perception of this violence and what it means for the rest of Canada.

The last few decades have witnessed major debates over youth justice policies. Juvenile and youth justice legislation has been reviewed in a number of countries. Despite the fact that new perspectives, such as restorative justice, have emerged, the debates have largely focused on issues that bring us back to the inception of juvenile justice: namely whether youth justice ought to be more akin to punitive adult criminal justice, or more sensitive to the welfare of youths. This issue has been at the core of policy choices that have given juvenile justice its orientations since the beginning of the twentieth century. It also gave shape to the evolution that paved the way for the creation of juvenile courts in the nineteenth century. Understanding those early debates is essential if we are to understand current debates, and place them into perspective. Based on primary archival research, this comprehensive study begins by presenting the roots, birth and evolution of juvenile justice, from the nineteenth century up to the beginning of the twenty-first. The second part deals with nineteenth century responses to juvenile delinquency in England and Canada, while the third focuses on the welfare orientation that characterized juvenile courts in the first half of the twentieth century in Switzerland, the Netherlands, Germany and Belgium. Book excerpt: Ring Around the Maple is about the condition of children in Canada from roughly 1850 to 2000, a time during which “the modern” increasingly disrupted traditional ways. Authors Cynthia R. Comacchio and Neil Sutherland trace the lives of children over this “long century” with a view to synthesizing the rich interdisciplinary, often multi-disciplinary, literature that has emerged since the 1970s. Integrated into this synthesis is the authors’ new research into many, often seemingly disparate, archival and published primary sources. Emphasizing how “the child” and childhood are sociohistoric constructs, and employing age analytically and relationally, they discuss the constants and the variants in their historic dimensions. While childhood tangibly modernized during these years, it remained a far from universal experience due to identifiers of race, gender, culture, region, and intergenerational adaptations that characterize the process of growing up. This work highlights children’s perspectives through close, critical, “against the grain” readings of diaries, correspondence, memoirs, interviews, oral histories and autobiographies, many buried in obscure archives. It is the only extant historical discussion of Canadian children that interweaves the experiences of First Nations, Métis, and Inuit children with those of children from a number of settler groups. Ring Around the Maple makes use of photographs, catalogues, advertisements, government publications, musical recordings, radio shows, television shows, material goods, documentary and feature films, and other such visual and aural testimony. Much of this evidence has not to date been used as historical testimony to uncover the lives of ordinary children. This book is generously illustrated with photographs and ephemera carefully selected to reflect children’s lives, conditions, interests, and obligations. It will be of special interest to historians and social scientists interested in children and the culture of childhood, but will also appeal to readers who enjoy the "little stories" that together make up our collective history, especially when those are told by the children who lived them.
