In doing so, it delves into the paradox of an institution exerting control over youths while at the same time promoting their autonomy and responsibility. An abatement of the crack cocaine epidemic? More police using better tactics? Or even the effects of legalized abortion? And what can we expect from crime rates in the future? Franklin E. Zimring here takes on the experts, and counters with the first in-depth portrait of the decline and its true significance. The major lesson from the 1990s is that relatively superficial changes in the character of urban life can be associated with up to 75% drops in the crime rate. Crime can drop even if there is no major change in the population, the economy or the schools. Offering the most reliable data available, Zimring documents the decline as the longest and largest since World War II. It ranges across both violent and non-violent offenses, all regions, and every demographic. All Americans, whether they live in cities or suburbs, whether rich or poor, are safer today. Casting a critical and unerring eye on current explanations, this book demonstrates that both long-standing theories of crime prevention and recently generated theories fall far short of explaining the 1990s drop. A careful study of Canadian crime trends reveals that imprisonment and economic factors may not have played the role in the U.S. crime drop that many have suggested. There was no magic bullet but instead a combination of factors working in concert rather than a single cause that produced the decline. Further--and happily for future progress, it is clear that declines in the crime rate do not require fundamental social or structural changes. Smaller shifts in policy can make large differences. The significant reductions in crime rates, especially in New York, where crime dropped twice the national average, suggests that there is room for other cities to repeat this astounding success. In this definitive look at the great American crime decline, Franklin E. Zimring finds no pat answers but evidence that even lower crime rates might be in store.

Book excerpt: The broad aim of this book is to provide a general basis for comparatively analysing and understanding the French riots of October/November 2005 and the corresponding Bristish disorders which occurred in the spring/summer of 2001. The first of the French riots broke out on 27 October in the north Parisian banlieue (suburb) of Clichy-sous-Bois when two teenage youths of Muslim heritage were electrocuted in a substation while fleeing from the police. The two youths had apparently become unwittingly involved, together with their friends, in a police investigation of a break-in. It is not clear whether they had actually been chased by police officers. Nevertheless, a rumor to this effect quickly circulated the locality, provoking violent confrontation between youths and police. Three more weeks of rioting then ensued in neighbouring Parisian suburbs and other major French cities with similar concentrations of ethnic minorities. The riots invariably involved thousands of youths from poorer areas who confronted the police, set fire to local buildings and ignited hundreds of motor vehicles. Further rioting - though not on the same scale as in 2005 - occurred subsequently in 2006 and 2007. England and Wales have had their own counterparts to the French riots. In the early and mid 1980s, there were a number of clashes between police and African-Caribbean youths in inner-city areas. Further, in 2001 rioting broke out in the northern mill towns and cities of Bradford, Burnley, Leeds and Oldham. All of these later instances involved youths from Pakistani or Bangladeshi descent. In contrast to the riots that occurred in France though, a contributing factor to 2001 riots was the activities of white neo-Fascists. Many official reports and academic studies followed each wave of disorder, each questioning the effectiveness of Britain's 'multicultural' society, in addition to other possible factors such as the marginalisation and 'criminalisation' of minority ethnic youth, and their relations with the police. Such issues were again on the agenda after more rioting occurred in the Lozells area of Birmingham in 2005. Unlike the previous disorders, this entailed conflict between South Asian and African-Caribbean youths, following a rumor that a young African girl had been gang-raped by South Asians. British attempts to analyse and remedy the underlying causes of the riots constitute a potentially valuable resource to French academics, practitioners and policy makers. In turn, the French experience provides a fertile basis for re-applying, testing and enhancing existing British theory and policy. The book consists of a highly coherent, theoretically rich and thematically comprehensive collection of papers which provide an unparalleled description and comparative analysis of the French and British riots, along with social policy recommendations to help to address the underlying issues.

Book excerpt: From the late nineteenth century to the Second World War, a 'young and modern' girl problem emerged in Montreal in the context of social and cultural turmoil. In Caught, Tamara Myers explores how the foundation and implementation of Quebec's juvenile justice system intersected with Montreal's modern girl. Using case files from the juvenile court and institutional records, this study aims to uncover the cultural practices that transformed modern girls into female delinquents. From reform schools of the nineteenth century to the juvenile court era of the early twentieth, juvenile justice was a key disciplinary instrument used to maintain and uphold the subordination of adolescent girls. Caught exposes the attempts made by the juvenile justice system of the day to curb modern attitudes and behaviour; at the same time, it reveals the changing patterns of social and family interaction among adolescent girls. Myers also uncovers the evolving social construction of these young culprits – les jeunes filles modernes with their penchant for la vie legere – as generated by parents, church authorities, women's groups, social workers, the media, and juvenile justice agents. She illuminates the rich texture of these girls' public and private lives in the first half of the twentieth century, humanizing the stories of girls who were condemned for being too modern as they worked, played, and resisted the authority of parents, community, and the law.

With a 50-year, multigenerational longitudinal dataset (the Montreal Two Sample Four Generational Cross sectionnal and Longitudinal Studies –MTSFGCLS) the author explores the mechanisms of official and self-reported antisocial behavior. It provides insights into not only criminal behavior, but other types of potentially problematic behavior, including drug and alcohol use, risky sexual behavior, conflict with authority and other forms of antisocial behavior; as well as their decline across the life-course. By examining the developmental mechanisms and trajectories of these behaviors, the author proposes a multidisciplinary theory to explain these phenomenons. This work will be of interested to researchers in Criminology, Sociology and Psychology, particularly within the growing area of Developmental and Life-Course Criminology, as well as related fields such as social work, public health and public policy.
