The sources of each of these phenomena are different, and their action is dissimilar. Each can be described as reaching either from the top to the bottom, through the direct involvement of interested States and consequently affecting their internal legal s- tems (international and supranational integration; harmonisation of trade regulations through public international law instruments), or bottom-up, as a result of activity by private parties, leading to the achievement of uniform practices and standards (ar- tration, lex mercatoria). Nonetheless, they both enrich national legal cultures and contribute to transgressing the limits of national (local) particularisms in creating, interpreting and applying the law. The aim of this book is to demonstrate how these processes have in uenced the interpretation of law, how they have shaped the methods and techniques of the interpretation and with what consequences for the outcomes of the interpretative procedures. Book excerpt: This thesis examines laser generation from the ultraviolet to the short edge of the mid-infrared band by exploiting the nonlinear effects in photonic crystal fibers (PCFs). Several different physical mechanisms are investigated by using homemade PCFs with elaborately customized dispersion profiles. A particular focus is on the development of fiber optical parametric amplifiers (FOPAs) and oscillators (FOPOs) based on the PCFs with a zero-dispersion wavelength of ca.1.06 μm. In particular, several schemes are proposed for solving the key problems involved in the application of FOPOs. These oscillators can be made more convenient to use by optimizing the wavelength-tuning mechanisms and made more energy-efficient with the help of specially designed cavity structures. Today’s oscillators are more reliable, powerful and maneuverable than ever. This thesis provides a systematic road map in connection with the study of nonlinear wavelength generation in PCFs, from their fiber design and technical fabrication, to their physical mechanism and experimental investigation.

The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the immensely important small-scale fisheries sector. The project “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives” is part of the FAO Umbrella Programme for the promotion and application of the SSF Guidelines. The evaluation of this project provides important lessons and recommendations that will inform the formulation and implementation of related on-going projects under the Umbrella Programme, for enhanced promotion and application of the SSF Guidelines. The evaluation found that the project has succeeded in firmly anchoring SSF considerations in the global fisheries policy and research agendas, and in increasing momentum in regional and national awareness of, and commitment to, the SSF Guidelines. The project has allowed a process of consolidation of the trajectory of change initiated with the adoption of the SSF Guidelines, but more time is needed for benefits to trickle to lower levels of governance and to SSF communities themselves.
