The geography and the history of Mediterranean Europe are very different from those of the other European regions, but their role in the relationships with the other shores of the Mediterranean can be of great assistance to Europe as a whole. All the countries bordering the sea that witnessed the birth of some of the major civilisations of the world share a long tradition of economic and cultural relations. In the past numerous diasporas knit the harbour cities together, transmitting the ideas of the Enlightenment; today an uninterrupted flow of raw materials traverses the Mediterranean, together with people, ideas and technology. The European Union is called upon to develop a major Mediterranean policy, both through the accession of new countries, and by means of a policy of neighbourhood or of privileged associations. The principal tool should be a cultural policy that serves as a bridge between east and west, north and south. A common policy to spread the values contained in the project of the European constitution. In its motto «United in diversity», the Union recognises diversity as its most valuable asset. The countries of Mediterranean Europe, with their experience and their knowledge, can make a precious contribution to this policy. This book, the fruit of international co-operation among 20 researchers, offers a contribution to the study of Mediterranean Europe not only in the historic, economic, demographic and politological ambit, but also in the sphere of international relations and cultural policy.

Book excerpt: This edited collection presents an economic history of Catalonia and its economic crises, from Roman times to the political difficulties of the present day. It considers how the strong identity of the Catalan people has been reinforced in critical episodes such as the commercial revolution of the Late Medieval Age, the 1640 rebellion, the Succession War of 1705-1714, the industrial revolution of the eighteenth and nineteenth centuries, and the strong repression during early Francoism. The book also explores how historical parallels from Catalonia’s past might shed light on the long-term consequences of the Great Recession of 2007-9 and recovery in the EU, showing how the typical Mediterranean approach of adjusting to crises by depreciating currencies and expanding public deficits has been less straightforward during the most recent financial crisis. A particularly deep slump has contributed to fostering the claim for independence of Catalonia in recent times, echoing larger dissatisfaction with EU monetary policy. With a comprehensive overview of major events in Catalonian economic history and their broader implications to European political economy and development, this book will be of interest to students and academics in economic history, social history, and monetary economics.

Book excerpt: This book investigates how ideas of and discourses about Europe have been affected by images of the Mediterranean Sea and its many worlds from the nineteenth century onwards. Surprisingly, modern scholars have often neglected such an influence and, in fact, in most histories of the idea of Europe the Mediterranean is conspicuously absent. This might partly be explained by the fact that historians have often identified Europe with modernity (and the Atlantic world) and, therefore, in opposition to the classical world (centred around the Mediterranean). This book will challenge such views, showing that a plethora of thinkers, from the early nineteenth century to the present, have refused to relegate the Mediterranean to the past. Importance is given to the idea of a distinct ‘meridian thought’, a notion first set forth by Albert Camus and now reworked by French and Italian thinkers. As most chapters argue, this might represent an important tool for rethinking the Mediterranean and, in turn, it might help us challenge received notions about European identity and rethink Europe as the locus of ‘modernity’. Mediterranean Europe(s): Rethinking Europe from its Southern Shores will appeal to researchers and students alike interested in European studies and Mediterranean history.

Book excerpt: This study seeks to correct the underrepresentation of Mediterranean maritime history in academic publications, in attempt to understand the multi-cultural and multi-ethnic environment in which maritime activity takes place, by compiling ten essays from maritime historians concerning Spain, France, Italy, Malta, Slovenia, Greece, Turkey, and Israel. The aim of the collection is to provide an insight into Mediterranean maritime history to those who could not previously access such information due to language barriers or difficulty securing non-English publications; some of the essays have translated into English specifically for this publication. The majority of the essays concern the Early Modern period, and the remainder concern the contemporary.

Available in PDF, EPUB and Kindle. Book excerpt: The ’Arab Spring’ triggered paradigmatic shifts but, despite these changes, much in the Euro-Mediterranean region remains the same. Utilising ’Logics of Action’, an innovative theoretical framework designed to capture the complexity of political interaction in one of the fastest changing regions in the world, this book discusses developments in the region before and after the Arab Spring that can be characterised by a continuation of the norm. Expert contributors identify patterns of interaction between governmental institutions, economic entrepreneurs, religious groups and other diverse actors that withstood these historical changes and explore why these relationships have proved so robust. Connecting a unique sample of case studies on changing and persistent ’Logics of Action’ within the Euro-Mediterranean space this book provides a pivotal contribution to our understanding of political interaction between North Africa, the Middle East and the European Union. Offering a completely new perspective on the events of the ’Arab Spring’ it identifies something that seems paradoxical at first sight; persistence in times of radical change.

Book excerpt: Studies of the pivotal historic place of the Mediterranean have long been dominated by specialists of its northern shores, that is, by European historians. The seven leading authors in this groundbreaking volume challenge views of Mediterranean space as shaped by European trajectories, and in doing so, they challenge our comfortable notions. Drawing perspectives from the Mediterranean’s eastern and southern shores, they ask anew: What is the Mediterranean? What are its borders, its defining characteristics? What forces of nature, politics, culture, or economics have made the Mediterranean, and how long have they or will they endure? Covering the sixteenth century to the twentieth, this timely volume brings the early modern world into conversation with the modern world in new ways, demonstrating that only recently can we differentiate the north and south into separate cultural and political zones. The Making of the Modern Mediterranean: Views from the South offers a blueprint for a new generation of readers to rethink the world we thought we knew.

Available in PDF, EPUB and Kindle. Book excerpt: This volume presents a panoramic picture of the many national and international trends and developments, factors, customs, and events that have characterised banking in the Mediterranean area over the past two centuries. During this period banking in the Mediterranean evolved distinct characteristics, several going well beyond the restricted realities of colonial relations. The range of issues covered by the book is extensive and includes both national banking evolution and pan-regional topics. The chapters touch upon various aspects of Iberian, Italian, French, Greek, Maltese, Moroccan, and Ottoman banking history, focusing particularly on issues relating to central banking, numismatics, archival recording, and pan-Mediterranean economic dynamics. The history of certain specific institutions is also considered, including the Imperial Ottoman Bank, The Ionian Bank, The Banque d'Etat du Maroc, and others. Bringing together papers by leading banking and finance historians which were first presented at the European Association for Banking History conference held in Malta in June 2007, this volume offers an invaluable insight towards a wider and more detailed understanding of the roles of banking and finance in Mediterranean economic history. Seen in a context of what has hitherto been something of a historical vacuum in terms of the coverage of much writing on European banking and financial history, and the importance given to the Mediterranean region's banking history in its own right, this is an innovative book that both contributes towards our knowledge the subject, and establishes a pattern for further work in this important area of European economic history.

Book excerpt: in the North African Arab world, democracy has been trying to sprout serenely through real parliaments. Some, if not all of them, have been working first and foremost as constituent assemblies, formulating constitutions where, in theory laced by hope, the absolutist conditions enjoyed only by the dictators would be forever abolished. In such a setting, the Mediterranean Parliamentary Assembly holds a privileged, if highly responsible, position both as a model of democratic governance as well as a gathering place where states are encouraged to emulate the more 'democratic' among them. Speakers/Presidents of the nascent and the older Parliaments could galvanise this institution to take a major role in the Union for the Mediterranean, so that parliamentary democracy is seen as a real dialogic instrument for peace. To that goal this TELOS is dedicated.

Book excerpt: The "European Yearbook" promotes the scientific study of nineteen European supranational organisations and the OECD. The series offers a detailed survey of the history, structure and yearly activities of each organisation and an up-to-date overview of the member states of each organisation. This special anniversary volume celebrates 60 years of publication of the Yearbook, and its contents differs from that of the regular volumes therefore. It offers a selection of the most important articles, dealing with European cooperation and integration, to appear in the Yearbook during its 60 years of publication. These are of particular interest not only because they provide a unique historical snapshot of the many successes (and occasional failures) in the field of European integration but also because they discuss the ideals and aims that lay behind these efforts, many of which still resonate today as Europe confronts questions about its political destiny and ideal shape. This volume contains articles in English and French."

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2003. This work provides a clearer understanding of the EU's approach towards security in the Mediterranean. After examining the EU's interests and the potential threats to security in the region, it analyzes EU security policy towards the region as a whole, through the Euro-Mediterranean Partnership, and towards all disputes and conflicts in the area. It recommends opening up the European Security and Defence Policy to Mediterranean participation, in order to establish a deep and equitable security partnership between both shores. The book argues that this way the EU could implement its innovative comprehensive and co-operative approach to security. Rather than focusing on the military aspect alone, this approach takes into account all dimensions of security (political, socio-economic, cultural and ecological) and is based on partnership rather than confrontation. It therefore contrasts quite sharply with the policies advocated in the US National Security Strategy.
