Sur la base des conclusions de différents organes du Conseil de l’Europe, dont la Cour européenne des droits de l’homme, le rapport de la Secrétaire Générale examine l’évolution de la situation dans des domaines tels que les institutions politiques et l’indépendance de la justice, la liberté d’expression et d’association, la dignité humaine, la lutte contre la discrimination et la participation démocratique. Le rapport encourage les États membres à tirer parti des mécanismes existants et futurs du Conseil de l’Europe pour relever de nombreux défis mis en évidence, sur la base des principes clés suivants : - les autorités nationales devraient revenir aux principes démocratiques fondamentaux et réaffirmer leur adhésion aux normes juridiques du Conseil de l’Europe, y compris l’exécution des arrêts de la Cour européenne des droits de l’homme ; - les États membres devraient adhérer pleinement au multilatéralisme incarné par le Conseil de l’Europe depuis plus de 70 ans ; - les restrictions et mesures imposées en raison de la covid doivent être non seulement nécessaires et proportionnées, mais aussi limitées dans le temps ; -les autorités nationales devraient se rallier à la culture démocratique et reconnaître les cas dans lesquels leurs déclarations, leurs actes ou leurs lois ont porté atteinte à cette culture en réduisant l’espace civique, en dissuadant ou en empêchant des individus, des associations et des ONG d’exercer leur liberté d’expression ou de réunion, ou en excluant des personnes d’une participation pleine et entière à la société.
