Sans délaisser totalement cet aspect descriptif, l’ouvrage se situe d’emblée dans une autre démarche, plus politique, où la défense est aussi un excellent indicateur des divergences européennes sur la finalité de l’Union et son rôle politique dans la mondialisation. Elle insiste sur la modernité stratégique de l’Union par rapport aux définitions traditionnellement plus militaires de la puissance. En somme, le dispositif militaire communautaire est prêt. Il suffit d'un peu de courage politique.
