Romanticism displaced classicism. The religious and spiritual life of the nation changed dramatically. Traditional institutions and relationships were not impervious to change, but extraparliarmentary political organizations forced the pace. They reflected the interests of the community far more closely than the traditional, fragmented political factions. National extraparliamentary political organizations attempted, in parliamentary constituencies, to secure the election of members pledged to a specific program. Potential supporters were organized, after a fashion, in parliament. This is the nucleus of modern party organization, platform, and propaganda. Mr. Black examines a number of these associations—their motives, their leaders, their opponents, their means of expression and operation, their accomplishments and failures. Names such as Wilkes, Wyvill, Gordon, Jebb, and Reeves are found in cooperation with and opposition to Rockingham, Pitt, Fox, and North. Organizations such as the Associated Counties; the Protestant Association; the Society for the Commemoration of the Glorious Revolution; and the Association for the Preservation of Liberty and Property against Republicans and Levellers are represented in this narrative of eighteenth-century political history.

Many lives and careers were ruined in Britain as a result of the alarmist regime Pitt set up to suppress domestic dissent while waging his disastrous wars against republican France. Liberal young writers and intellectuals whose enthusiasm for the American and French revolutions raised hopes for Parliamentary reform at home saw their prospects blasted. Over a hundred trials for treason or sedition (more than ever before or since in British history) were staged against 'the usual suspects' - that is, political activists. Of the three, the elder Mill is considered to be the least original and with the least important, if any, contributions to utilitarian theory. True as this statement may be, even those who have tried to challenge some of its aspects take the common portrayal of Mill – "the rationalist, the maker of syllogisms, the geometrician" – as given. Studying James Mill’s background has surprising results with reference to influences outside the Benthamite tradition as well as unexpected implications for his contributions to debates of his time.
