Letter enclosed: Morgan has heard of a conspiracy headed by Aaron Burr and General Wilkinson to either attack the Western country with aid received from Jamaica or to secede the territory west of the mountains and set up a new government. Does not have men and supplies enough to fight off the insurrection. Feels the French and common people will help oppose the conspirators. Fears insurrections such as this will continue to occur as long as the "high Americans" have no character and will not support the government. Hopes he will be able to stop the attack on New Orleans he feels will come in a few days.
