Book excerpt: In 2003–05, Germany undertook extensive labor market reforms which were followed by a large and persistent decline in unemployment. Key elements of the reforms were a drastic cut in benefits for the long-term unemployed and tighter job search and acceptance obligations. Using a large confidential data set from the German social security administration, we find that the reforms were associated with a fall in the earnings of workers returning to work from short-term unemployment relative to workers in long-term employment of about 10 percent. We interpret this as evidence that the reforms strengthened incentives to return to work but, in doing so, they adversely affected post re-entry earnings.

Book excerpt: "Having faced high unemployment rates for more than a decade, the German government implemented a comprehensive set of labour market reforms during the period 2003-2005. This paper describes the economic and institutional context of the German labour market before and after these so-called Hartz reforms. Focussing on active policy measures, we delineate the rationale for reform and its main principles. As results of programme evaluation studies post-reform have become available just now, we give a first assessment of the effectiveness of key elements of German ALMP before and after the Hartz reforms. The evidence indicates that the re-organisation of public employment services was mainly successful, with the exception of the outsourcing of services. Re-designing training programmes seems to have improved their effectiveness, while job creation schemes continue to be detrimental for participants' employment prospects. Wage subsidies and start-up subsidies show significantly positive effects. On balance, therefore, the reform seems to be moving the German labour market in the right direction"--Forschungsinstitut zur Zukunft der Arbeit web site.

Book excerpt: Since the so-called Hartz IV reforms around 2005 and during the global crisis of 2008/2009, the German labor market featured mainly declining unemployment rates. We develop a search and matching model with heterogeneous skills to explore the role of structural and cyclical policies for this performance. Calibrating unemployment benefits to approximate legislation before and after the reforms, we find a large reduction in unemployment and its duration, with the transition concluding after about three years. During the crisis, the extended use of short-time labor subsidies that prevent jobs from being destroyed is likely to have prevented strong increases in unemployment.

Some countries, notably in Asia, are achieving this. Yet ‘pro-poor’ aid policies, especially for the least developed countries, operate largely without reference to policy thinking on the promotion of innovation for productivity growth. Conversely, policy-makers and researchers on innovation and industrial policies tend to know little about the potential for social protection to support innovation and productivity improvement. This book aims to focus attention on this gulf between research on innovation and on poverty reduction and to identify some of its policy consequences; to set out some ways in which this gulf can be bridged, analytically and empirically; and to contribute to the creation of an agenda for further research and an understanding of the urgency of the implied rethinking. The first two chapters provide sustained arguments for embedding social policy thinking in much more ‘productivist’ frameworks of thought that focus on raising productivity and employment; and for identifying growth theories that can incorporate satisfactory understandings of innovation and employment upgrading. A set of chapters then tackle these broad themes in the context of health, addressing the interlinked issues of innovation, health inequity and associated impoverishment. The final set of chapters examines the challenge of creating industrial policies that generate both innovation and employment, using and going beyond concepts of systems of innovation.

In recent decades, mass protests have surged in both frequency and scale, yet there remains a significant variability in citizen involvement in non-electoral politics across Europe. While affluent Western democracies often witness robust civic engagement, countries of Central and Eastern Europe exhibit comparatively limited political participation. This regional gap is particularly pronounced when examining post-socialist workers who show minimal protest activity. Addressing this phenomenon, the book starts from the following question: Why do workers in Central and Eastern Europe demonstrate disproportionately lower rates of protest engagement compared to their Western European counterparts? The study reveals that the answer lies beyond conventional explanations such as legacies of communism. Cross-regional disparities in working-class protest activism are driven by differences in labor protection and left mobilization capacity. These variations stem from the historical context and the economic dependency of post-socialist countries, which create distinct conditions for workers' political engagement in the core and (semi-)periphery.
