Book excerpt: This report documents the lessons learned during the evolution of the Virginia Department of Transportation's pilot project to use an automatic vehicle location (AVL) system during winter maintenance operations in an urban setting. AVL is a technology that locates vehicles using a global positioning system, monitors activities associated with the vehicle, transmits the location and activity information to a remote site, and displays the information on maps that are geo-referenced. An AVL system displays real time information concerning the location and activity of vehicles and archives that information over an extended period for later analysis. The pilot project extended over three winter seasons from 1997 through 2000. Because of operational and institutional issues, system problems, and the mild winters during the life of the study, no financially quantifiable savings could be determined. The researchers concluded that AVL technology tracks vehicles performing winter maintenance operations to an acceptable degree of accuracy in a sufficiently timely manner and offered several suggestions to facilitate implementation.

Two automatic vehicle location systems were developed at UNR for NDOT: one for rural Nevada and one for urban environments where cellular phone data is available. For rural areas a system was developed that relies on the statewide enhanced digital access communications systems radio system for sending and receiving data. The system developed for urban areas uses a Droid cell phone to transmit data. No drive interaction is needed in either system. Both systems communicate with a central server at UNR. Using both snow plows and light duty trucks, a total of 37 vehicle installations were completed.

Book excerpt: This project developed an AVL system for INDOT that utilized the statewide wireless network, SAFE-T. This option was chosen after doing a cost analysis of commercial AVL systems that use cellular data communications. The system developed provides real time information collected during snow and ice removal. Information includes weather and road conditions, truck speed, amount of chemicals spread, time, location, plow position, and road temperature. This information is displayed on INDOT GIS maps available through a browser on the INDOT network. The data is also transferred to the MDSS that INDOT uses in winter activities. This system experienced significant data transfer problems and consequently was eliminated as a viable AVL alternative. Therefore other commercial AVL systems were evaluated in this study. Other activities included investigating other hardware options for data collection and data transfer. Also, a hotspot method for data transfer was tested to do batch data transfer. A summer AVL application for paint stripping was developed. Two other commercial systems were evaluated, IWAPI and ThomTech. The IWAPI system was evaluated over three winter seasons and ThomTech for the 08-09 season. Both systems experienced data transfer problems which seems to be the biggest issue with AVL systems. Overall most users were satisfied with how the systems operated and with the information being collected and reported. The project exposed issues that exist with all types of AVL systems. There are plusses and minuses, and costs and benefits. These are described in the report. One outcome is that AVL systems are not a panacea, they offer better information and benefits, but are they economically justifiable? An internal INDOT study was performed during the 08-09 season that shows a savings of $10,000,000 in salt costs that can be attributed to some degree the use of AVL and MDSS.

Book excerpt: Ten basic technologies' GTS vehicle tracking systems were installed in the contactor's snowplows in March 1997. The GTS was directly connected to the Compu-Spreader 220 to retrieve spreading information, to the pressure switches for plow information, and to GPS receiver for location data. As part of the pilot, software was developed to generate to maintenance worksheets and to trace the vehicle's paths. Simulated and operational testing of the units started in May of 1997 and through the winter of 1997/98. Both the simulated testing and the comparisons between the GPS worksheets and the manually recorded worksheets showed the systems to be accurate in tracking the vehicles and their work outputs. One problem was that the plow detections needed further refinements. Another major impediment was the manual handling of the memory modules - an automated downloading procedure would alleviate potential human errors. The current setup will require additional software processing in order to create an automated billing system. It is recommended that the costs and benefits of creating such an automated system to be evaluated by the department's operations staff.
