Based on data collection from various sources in three SSA countries, 'Rural Road Investment Efficiency' demonstrates that from a cost-benefit perspective, the additional cost of extending an all-weather road two more kilometers to the farmer s door outweigh the benefits in most cases. 'Rural Road Investment Efficiency' seeks to enhance the effectiveness of aid allocated for rural transport in SSA and calls into question the need for full implementation of all benchmarks set forth in the Rural Access Index (RAI) in SSA. Book excerpt: How can Low-Income Countries (LICs) enhance tax revenue collection to finance their vast development needs? We address this question by analyzing seven tax reform experiences in LICs (Burkina Faso, The Gambia, Maldives, Mauritania, Rwanda, Senegal, and Uganda). Three lessons stand out, although reforms must be tailored to individual circumstances: (i) Tax reforms require first and foremost political commitment and buy-in from key stakeholders; (ii) Countries that pursue both revenue administration and tax policy reforms tend to see much larger and persistent gains; and (iii) A successful strategy often starts with fiscal reform measures with immediate effect to build momentum. These can include: simplifying the tax system; curbing exemptions; reforming indirect taxes on goods and services (e.g., excises); and better managing compliance risks through strengthening taxpayer segmentation (often beginning with strengthening the Large Taxpayers Office). A comprehensive reform strategy (e.g., a medium-term revenue strategy) can help to properly sequence reform measures and facilitate their implementation.

Book excerpt: The purpose of this qualitative case study was to examine the education system of Burkina Faso to better understand how it impacts the lives of the people who live there. The study examined possible reasons of under-education in Burkina Faso and the impact of poverty on the Burkinabé people as it is related to education. The research questions are (1) what are the barriers to education, (2) how does under-education impact the ability of the Burkinabé to earn an income that is sufficient to meet basic human needs such as adequate food, clothing, and medical care, and (3) what are the consequences in terms of human life outcomes, such as health and life expectancy, that are related to chronic poverty in Burkina Faso? The sample consisted of 27 teachers, missionaries, health care workers, and directors of orphanages who understand the depth of the difficulties faced by the Burkinabé people. Semi-structured interviews were the main source of data, along with observations, and documents. Open coding of transcriptions from participant interviews was used to develop themes. The findings of this study indicate there are many barriers to education in Burkina Faso and that a culture of survival and poverty, in particular, were two barriers that had the greatest impact on the ability of a person to receive an education. Future research could re-examine some of the same issues considered in this study, lengthen the time during which data would be collected, and include additional researchers to access a larger sample. Finding solutions to the difficulties encountered by the Burkinabé people in educating their children would also benefit other countries and communities struggling with similar problems.

Book excerpt: Every year billions of dollars are spent on development aid and training around the world. However, only 10% of this training results in the transfer of knowledge, skills, or behaviors learned in the training to the work place. Ideally, learning transfer produces effective and continued application by learners of the knowledge and skills they gained through their learning activities. Some studies suggest that technology usage can serve as an effective post-learning intervention to enhance the transfer of learning. Currently, there is a limited body of research examining the factors that hinder and promote learning transfer in professional development, particularly the professional development of school leaders in developing countries. This qualitative exploratory study sought to address the gap in the literature by examining 6 schools, 3 in Burkina Faso and 3 in Ghana, West Africa. This investigation explored: (a) if and how learning transfer took place after the leadership training; (b) what promoted and hindered learning transfer in both countries; and (c) if the use of a text message intervention after the training enhanced learning transfer. The sample consisted of 13 West African school leaders (6 in Burkina Faso and 7 in Ghana) who attended a 3-day leadership training workshop. Data collection included in-depth interviews, document analysis, post-training site visits, and text messages to ascertain whether this mobile technology intervention enhanced learning transfer. The findings demonstrate that learning transfer occurred in both countries in all six schools. Data indicate that most of the transfer of learning happened in areas not requiring mindset and behavioral changes. Data suggest that the facilities in which the trainings took place, the facilitators' dispositions and knowledge as well as the adequacy of the materials and the follow-up of the mobile text messaging intervention assisted the participants in transferring knowledge to their schools following the training. Participants also indicated some inhibitors to the transfer of learning such as financial, cultural, and human behavior constraints. This study helps increase our understanding of what promotes and inhibits learning transfer in educational settings in developing countries and provides suggestions for trainers and teachers who facilitate trainings.

Specifically, the study focuses on societal factors that impose constraints upon leaders attempting to extend or abolish term limits, paying particular attention to the influence of urbanization, formal education, and the functioning of civil society organizations. Using a within-case methodology, the study investigates Blaise Compaore's twenty-seven-year rule in Burkina Faso, comparing his successful extension of his mandate in 2005 to his failed attempt in 2014. Comparative case analysis is used to determine what societal changes may have occurred between the two attempts. The analysis suggests that urbanization and the functioning of civil society organizations were factors important to the difference in outcomes. The factor of formalized education was not found to be important. In 2014, new grassroots, pro-democratic civil society organizations capitalized on urban demographic changes to mobilize pro-democracy opposition to Compaore. The organizations used a number of effective strategies to accomplish this, including civic education and pro-democracy consensus building. These insights offer potential guidance to democracy promoters as they search for opportunities to assist pro-democracy civil society organizations. This research will be based on the hypothesis that, in 2014, there were additional effective constraints on President Compaore and that these constraints likely came from public sentiment and civil society within Burkina Faso. In order to conduct this analysis, I will rely on previous accounts and research conducted on the individual events in order to compare and decipher what social changes occurred in the approximate decade between the events that allowed the public to organize and prohibit Compaore from extending his stay in office as he had before. Data will be collected from scholarly sources as well as from respected contemporaneous sources when available. Most importantly, primary data from in-country interviews conducted by the author and project advisor with Burkina Faso government officials and civil society representatives will be relied on heavily for context and understanding of the societal changes in Burkina Faso. This thesis consists of four parts. Following this introductory study, Study II will discuss social opposition to President Compaore as it existed between 1997 and 2005, the time of his successful mandate extension. Study III will trace and explain changes in society between 2005 and the successful overthrow of Compaore in 2014, preventing his second attempt at mandate extension. The concluding study, Study IV will analyze driving forces of the changes in society and explore what predictive value they have for assessing the likelihood that leaders in other African countries may be able to extend their mandates.
