The need to raise awareness about this problem and provide specific advice regarding their prevention and treatment was identified as a priority for the World Psychiatric Association by Professor Ahmed Okasha during his Presidency of the Association and resulted in the creation of his Presidential Programme on Child Mental Health. This book presents some of the fruits of this programme and constitutes a global call to action for mental health workers and policy makers. The Mental Health of Children and Adolescents: An area of global neglect brings together information on the burden of mental disorders in childhood and adolescence with methods of raising public awareness of these problems. The book also describes therapeutic and preventive interventions that could diminish them. It then presents the results of field studies in Brazil, Egypt and Russia documenting the effectiveness of interventions to prevent school dropout in those three very different countries. With its emphasis on practical guidance for the development of interventions to prevent or treat child and adolescent mental health, The Mental Health of Children and Adolescents: An area of global neglect provides much-needed information of direct interest to health professionals and the many others involved in the provision of health care to children and adolescents in both the developing and the developed countries.

Book excerpt: Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.

Children and adolescents with conduct disorders operate at quite a high cost to society. This book is my attempt to summarize the current status of this very important endeavor. In providing this guide to clinicians, I have attempted to emphasize the critical link between understanding the clinical presentation, course, and causes of conduct disorders and designing effective interventions for children and adolescents with these disorders. Many past books, book chapters, and review articles have emphasized one or the other of these objectives. Some have provided excellent summaries of the vast amount of research on youth with conduct disorders without explicitly and clearly describing the clinical applica tions of this research. Others have focused on the implementation of specific interventions for youth with conduct disorders that is divorced from a basic understanding of the many diverse and clinically important characteristics of this population. The overriding theme of this book is that successful clinical inter vention requires an integration of both bodies of knowledge.

The paper suggests that expanding women's opportunities enhances their productivity and earning potential and thus contributes to better economic performance and poverty alleviation. Education raises the productivity and earnings of both men and women. Over time female education also contributes to slower population growth and healthier families. The Bank believes that in efforts to expand women's opportunities, priority should be given to education through the secondary level, reproductive health, agriculture, private entrepreneurship, and the wage labor force. This paper is concerned with the estimation of these social gains from female education at the secondary level. The paper examines the role of female education, measured by gross enrollment rates at the secondary level, relative to, and or in combination with, some health and family planning services that influence fertility and infant mortality. It uses reduced form estimation of the total fertility rate and infant mortality rate. The paper presents cross country regressions based on data drawn from 72 developing countries. The analysis in this paper generally shows that female secondary education, family planning, and health programs all affect fertility and mortality, and the effect of female secondary education appears to be very strong. Results suggest that family planning will reduce fertility more when combined with female education, especially in countries that now have low female secondary enrollment levels. (DK).
