Book excerpt: Cette recherche sur la question théologico-politique chez Karl Löwith, Carl Schmitt et Hans Blumenberg consiste en une réflexion sur la portée du lien entre le pouvoir religieux et le pouvoir politique, tel qu'il s'est trouvé thématisé à partir de la modernité et dans la revendication de sa légitimité. Selon Karl Löwith et Carl Schmitt, la modernité peut-être lue comme l'expression d'une sécularisation du christianisme, alors que pour Blumenberg, le "théorème de la sécularisation" est un cas spécifique et métaphorique du "substantialisme historique" destiné à délégitimer la modernité dans la radicalité de son projet d'auto-fondation. Ainsi, en partant des différentes critiques historiographiques des Temps Modernes et des différentes herméneutiques de la modernité, produites par ces trois éminents théoriciens, notre recherche vise à souligner les ambiguïtés voire les apories de la théologie politique, notament celle de Carl Schmitt ; elle entend, face aux trois auteurs majeurs ici privilégiés et contre une certaine revendication idéologique de sa liquidation, mettre en relief la permanence de la théologie politique. Enfin, elle tente de dégager les termes adéquats de la fonction sociale de la religion chrétienne - son rôle de Katechon - soutenant plus particulièrement la portée mobilisatrice de l'espérance chrétienne dans la construction de la cité ; elle suggère que la notion de "médiation de l'Eglise", souvent délaissée dans les débats théologico-politiques, prévient et surpasse, en tant que fondée sur l'Incarnation, toute confusion et toute opposition entre le pouvoir religieux et le pouvoir séculier.

Book excerpt: Le livre de Hans Blumenberg (1920-1996) est l'un des classiques du débat contemporain sur les origines de la modernité et sur les conditions de formation de la rationalité scientifique qui en constitue le cœur. Initialement paru en 1966, il est traduit ici d'après la deuxième édition de 1988 qui intègre les discussions qu'il a suscitées. L'investigation de Blumenberg se déploie selon quatre axes, qui sont autant d'éclairages indépendants jetés sur le problème : 1. Une critique de la catégorie de " sécularisation " mise en vogue par Eric Voegelin, Karl Löwith ou Carl Schmitt. Blumenberg montre les limites de l'interprétation selon laquelle la modernité se serait bornée à transposer dans la sphère profane des éléments sacrés empruntés à la tradition chrétienne. Une histoire de la curiosité à l'égard des secrets de la nature. Ou comment un vice stigmatisé par les théologiens et les moralistes est devenu une vertu, si ce n'est un attribut, de la dignité de l'homme. 4. L'examen de deux auteurs illustrant " deux manières de se rapporter au seuil d'une époque " : Nicolas de Cues, avant Copernic, et Giordano Bruno, après Copernic. Ou comment lire les enjeux de l'âge moderne dans ce qui le préfigure et qui n'est pas encore lui. Foisonnant, subtil, imaginatif, animé par un immense savoir, l'ouvrage transforme les termes des problématiques reçues. On ne peut plus aborder la question de la modernité, après Blumenberg, comme on la regardait avant.

Yet knowledge of this regime type has been incomplete and often unsystematic. Delegation and Accountability in Parliamentary Democracies offers new conceptual clarity on the topic. This book argues that representative democracies can be understood as chains of delegation and accountability between citizens and politicians. Under parliamentary democracy, this chain of delegation is simple but also long and indirect. Principal-agent theory helps us to understand the perils of democratic delegation, which include the problems of adverse selection and moral hazard. Citizens in democratic states, therefore, need institutional mechanisms by which they can control their representatives. The most important such control mechanisms are on the one hand political parties and on the other external constraints such as courts, central banks, referendums, and supranational institutions such as those of the European Union. Traditionally, parliamentary democracies have relied heavily on political parties and presidential systems more on external constraints. This new empirical investigation includes all seventeen West European parliamentary democracies. These countries are compared in a series of cross-national tables and figures, and seventeen country chapters provide a wealth of information on four discrete stages in the delegation process: delegation from voters to parliamentary representatives, delegation from parliament to the prime minister and cabinet, delegation within the cabinet, and delegation from cabinet ministers to civil servants. Each chapter illustrates how political parties serve as bonding instruments which align incentives and permit citizen control of the policy process. This is complemented by a consideration of external constraints. The concluding chapters go on to consider how well the problems of delegation and accountability are solved in these countries. They show that political systems with cohesive and competitive parties and strong mechanisms of external constraint solve their democratic agency problems better than countries with weaker control mechanisms. But in many countries political parties are now weakening, and parliamentary systems face new democratic challenges. Delegation and Accountability in Parliamentary Democracies provides an unprecedented guide to contemporary European parliamentary democracies. As democratic governance is transformed at the dawn of the twenty-first century, it illustrates the important challenges faced by the parliamentary democracies of Western Europe.

His interventions in the key debates of the period helped to consolidate his position as a major intellectual alongside Jean-Paul Sartre and Albert Camus. This book examines the evolution of François Mauriac’s career during the twentieth century, and his gradual transformation from novelist to intellectual. Situating Mauriac and his activities firmly in their socio-cultural context, it draws in particular on the insights provided by Bourdieusian sociology to explore the mechanisms and social processes which allow Mauriac to emerge as an authoritative voice of moral conscience. In doing so, it offers new perspective on key moments in his career, from his changing fortunes as a novelist in the 1930s, examined here for the first time through the prism of his reception by the influential Nouvelle Revue française, to his unlikely collaboration with the then-radical L’Express in the 1950s. At the same time, it argues that tracing Mauriac’s trajectory helps to crystallise the broader changes affecting the literary and cultural landscape in France during the twentieth century.
