Elle interroge la pertinence de cette catégorie d’analyse, qui est également un principe d’action, pour étudier les dispositifs participatifs qui se multiplient depuis deux décennies dans des contextes variés en Europe. A partir d’un cadre théorique à la croisée des sociologies urbaine, des sciences et politique, une enquête ethnographique comparative est menée à Paris et à Cordoue (Espagne). L’analyse suit le parcours des savoirs citoyens, depuis leur formation et leur mobilisation jusqu’à leur intégration et leur impact sur la décision, en passant par leurs interactions avec les savoirs d’autres acteurs. La distinction de différents types de savoirs est utile pour la recherche comme pour l’action, car elle rend légitime la participation des citoyens, en qualifiant leur apport dans l’action publique locale. L’étude des interactions entre acteurs met en avant une dialectique entre conflits de légitimité et de pouvoir d’une part, et effets d’apprentissage d’autre part. Si la démocratie participative permet une ouverture du cercle des savoirs dans l’urbanisme et un déplacement des frontières entre savoirs experts et profanes, des hiérarchies se réintroduisent au sein de la sphère citoyenne à mesure que les participants les plus actifs se professionnalisent. C’est pourtant cette professionnalisation qui permet aux citoyens d’avoir un impact sur les grandes transformations urbaines, en combinant des logiques de savoir et de pouvoir. L’intégration des savoirs citoyens dans la décision améliore la gestion locale et impulse l’innovation urbaine, mais repose la question de la justice sociale dans la ville.

Face à la recrudescence des dispositifs participatifs, les savoirs citoyens apparaissent, à l'observation, comme une catégorie d'analyse pertinente pour analyser la participation des citoyens et définir leur apport dans l'action publique locale. Cette notion rend également compte de la pluralisation des formes d'expertise qui se produisent sur les scènes urbaines et de l'apparition de nouvelles formes et domaines de mobilisation. Dans toutes les villes post-industrielles comme dans les villes en développement émergent en effet de nouveaux enjeux environnementaux, métropolitains, de transport, de cohabitation et de mixité, sur lesquels les citoyens s'investissent. Des défis urbains considérables – comme la gestion de la croissance, la lutte contre l'habitat précaire ou le mal-logement – sont aussi en cause. L'objectif de cet ouvrage est de contribuer à décloisonner les regards sur les savoirs citoyens, afin de retracer la formation des capacités, ressources et formes d'apprentissage mobilisées dans les lieux et scènes de mobilisation – programmés ou non –, de redonner à ces savoirs consistance et visibilité en retraçant leurs variations sociales, résidentielles, de genre. Le renouvellement de la démocratie urbaine passe par la compréhension des contextes urbains où les savoirs citoyens trouvent à s'exprimer, à se mettre en forme et à être reconnus. Il s'agit ici de cerner la forme et le fond de ces savoirs citoyens qui font le sel des luttes urbaines et souvent l'impensé des politiques publiques.

Book excerpt: Since the 1960s, participatory discourses and techniques have been at the core of decision making processes in a variety of sectors around the world – a phenomenon often referred to as the participatory turn. Over the years, this participatory turn has given birth to a large array of heterogeneous participatory practices developed by a wide variety of organizations and groups, as well as by governments. Among the best-known practices of citizen participation are participatory budgeting, citizen councils, public consultations, etc. However, these experiences are sometimes far from the original 1960s’ radical conception of participatory democracy, which had a transformative dimension and aimed to overcome unequal relationships between the state and society and emancipate and empower citizens in their daily lives. This book addresses four sets of questions: what do participatory practices mean today?; what does it mean to participate for participants, from the perspective of citizenship building?; how the processes created by the participatory turn have affected the way political representation functions?; and does the participatory turn also mean changing relationships and dynamics among civil servants, political representatives, and citizens? Overall, the contributions in this book illustrate and grasp the complexity of the so-called participatory turn. It shows that the participatory turn now includes several participatory democracy projects, which have different effects on the overall system depending on the principles that they advocate. This book was originally published as a special issue of the Journal of Civil Society.
