Dans sa stratégie Europe 2020, l'Union européenne s'est fixé l'objectif de réduire d'au moins 20 millions, d'ici à 2020, le nombre de personnes exposées au risque de pauvreté ou d'exclusion sociale. Or la nécessité d'apporter une assistance matérielle aux plus démunis ne cesse, en réalité, de s'accroître. Selon l'analyse d'impact publiée par la Commission, près de 40 millions de citoyens de l'Union ne peuvent acquérir certains produits de première nécessité indispensables pour mener une vie décente et vivent ainsi dans un dénuement matériel extrême. En 2010, 8,7 % de la population européenne se trouvait dans l'incapacité d'accéder à une quantité suffisante de denrées alimentaires de qualité appropriée. Une forme particulière de privation matérielle est le sans-abrisme, phénomène en progression. Il ressort d'estimations que 4,1 millions de personnes étaient sans-abris en Europe au cours de la période 2009-2010. De plus, on voit apparaître un nouveau profil de sans-abris, notamment des familles avec enfants, des jeunes et des personnes issues de l'immigration. Il y a lieu de considérer que la crise touche davantage les enfants et les jeunes adultes que les autres tranches d'âge (résumé de l'analyse d'impact, p. 2).
