La première partie présente un état des lieux de l'unification allemande : principales étapes, débats et enjeux, mais aussi les problèmes. Les réactions à l'étranger pendant l'année de l'unification (automne 1989-automne 1990) constituent notre seconde partie : les auteurs français, britanniques et américains analysent les événements, les réactions des gouvernements, de la presse et de l'opinion. La dernière partie traite de la période 1990-1995 ; les premiers pas de l'Allemagne unifiée dans le domaine stratégique et économique. Les hésitations et les erreurs de celle-ci amènent une série de crises avec ses alliés (guerre du Golfe, Yougoslavie etc.). Par ailleurs, les difficultés des nouveaux Länder et du pays suscitent l'inquiétude. De plus, la puissance économique et financière allemande pose problème : quel type d'intégration serait souhaitable en Europe avec l'Allemagne ? En conclusion, on peut dire qu'un clivage entre Européens et Américains se dessine. Les uns sont hostiles à la réunification et ils critiquent les débuts de l'Allemagne unie. Aux Etats-Unis, on se réjouit plutôt d'avoir une Allemagne plus puissante en Europe
