Book excerpt: L'évolution des inégalités, au détriment de la main-d'œuvre non qualifiée, des jeunes de moins de 25 ans et des mères célibataires, est certainement l'une des tendances les plus préoccupantes des grandes économies occidentales, qui doivent composer avec les conséquences budgétaires et financières d'une crise économique (ou récession pour certains pays). Pour absorber la dette publique, plusieurs pays se sont engagés dans un processus de réformes visant à réduire les dépenses publiques. Dans ce contexte de rigueur ou d'austérité budgétaire, il est important d'analyser et de comprendre l'effet d'une telle situation sur le marché du travail. En d'autres termes, en pleine crise économique, nous nous intéresserons à la thématique suivante: les pays dont l'histoire et les usages ont façonné des marchés du travail différents et plus ou moins flexibles (le Canada et les États-Unis appartenant à l'extrémité la plus flexible, et la France à la plus rigide) sont-ils contraints par la crise de faire des aménagements idéologiques et de modifier en substance leurs conceptions des politiques de l'emploi? Baisser le salaire minimum (comme en Grèce, au Portugal et en Irlande) permet certes de réduire le déficit budgétaire, mais cela se traduit également par le développement des inégalités et par la baisse du pouvoir d'achat. Qu'il s'agisse de salaire minimum ou d'autres outils de régulation du marché du travail, tous les pays occidentaux font face à un dilemme ou à un arbitrage imposé par la crise. Les solutions envisagées conduisent-elles les économies à un processus de convergence internationale en matière de politiques publiques sur le marché dutravail? L'objet de cet ouvrage est d'apporter des éléments de réponse.

Malgré ces avancées, les défis sont énormes. La croissance économique a ralenti au cours des dernières années. Les taux de pauvreté affichés dans de nombreux pays sont les plus élevés du monde. Et la croissance démographique africaine provoque une augmentation du nombre des pauvres du continent. Au niveau mondial, on assiste à un déplacement de la pauvreté de l'Asie du Sud vers l'Afrique. La stabilité et la croissance macroéconomiques sont certes des composantes essentielles de la réduction de la pauvreté et de l’amélioration du bien-être, mais elles ne sont pas suffisantes. Ce rapport explore les points d’entrée critiques et les domaines d’action prioritaires pour l’accélération de la réduction de la pauvreté en Afrique. Au-delà de la stabilité et de la croissance macroéconomiques, il cherche à savoir ce qui peut encore être fait et à identifier les points sur lesquels les décideurs devraient se concentrer pour réduire la pauvreté. Un agenda des politiques favorable aux pauvres requiert de la croissance aux endroits où ceux-ci vivent et travaillent, ainsi que de s’attaquer aux nombreux risques auxquels les ménages sont exposés. En conséquence de quoi, le présent rapport a ajouté une optique « emplois » à son travail. Il met carrément l’accent sur la productivité et les moyens de subsistance des pauvres et des personnes vulnérables, autrement dit sur ce qui est nécessaire pour accroître leurs revenus. Il s’attache enfin à la manière de financer l’agenda de lutte contre la pauvreté et de développement.

In the 2010s, France was in a situation of systemic crisis, namely, the impossibility for political leadership to find a strategy of institutional change, or more generally a model of capitalism, that could gather sufficient social and political support. This book analyses the various attempts at reforming the French model since the 1980s, when the left tried briefly to orient the French political economy in a social-democratic/socialist direction before changing course and opting for a more orthodox macroeconomic and structural policy direction. The attempts of governments of the right to implement a radically neo-liberal structural policy also failed in the face of a significant social opposition. The enduring French systemic crisis is the expression of contradictions between the economic policies implemented by the successive left and right governments, and the existence of a dominant, social bloc, that is, a coalition of social groups that would politically support the dominant political strategy. Since 1978, both the right and the left have failed to find a solution to the contradictions between the policies they implemented and the expectations of their respective social bases, which are themselves inhabited by tensions and contradictions that evolve with the structural reforms that gradually transformed French capitalism.
