La loi Grand Paris du 3 juin 2010 a fixé un objectif ambitieux de production de 70 000 nouveaux logements par an, « géographiquement et socialement adaptés ». Mais sa mise en œuvre se heurte, semble-t-il, à la complexité du pilotage de l'action publique. La métropole se démarque en effet par l'absence d'une politique de l'habitat territorialisée à son échelle. Dans ce contexte, cette recherche vise à démontrer, à partir d'éléments qualitatifs et quantitatifs, qu'il est opérant, en Ile-de-France, de parler de fragmentation métropolitaine en matière d'habitat. La fragmentation est d'abord gestionnaire, alors que la mise en œuvre des politiques de l'habitat souffre d'un manque de pilotage. Elle est aussi d'ordre socio-spatiale car le marché du logement engendre d'importantes disparités sociales entre les différentes composantes de la métropole. La recherche s'efforce aussi de construire une grille d'analyse pour comprendre comment la fragmentation politique vient s'opposer à la régulation du marché et à la résorption des disparités socio-spatiales en matière d'habitat. Elle repose pour ce faire sur une étude comparative de quatre politiques infra-métropolitaines (à Paris, Plaine-Commune, dans les Hauts-de-Bièvre et à Mantes-en-Yvelines).

Book excerpt: Depuis le début des années 2000, l’accentuation de la polarisation sociale de Paris et de Londres légitime l’élaboration de nouvelles stratégies de promotion de la mixité sociale par l’habitat, dans une perspective de « rééquilibrage social » de la ville. L’analyse de leurs fondements révèle le rôle central conféré au logement des « acteurs clés de la ville » et des key workers, considérés comme des acteurs « relais » centraux de la mixité. La cohabitation de ces catégories spécifiques des classes moyennes avec les classes populaires « issues de l’immigration » permettrait d’améliorer l’intégration supposée relative de ces dernières à la ville, et plus largement à la société. Sur la base d’un travail empirique conduit sur des opérations réalisées dans les quartiers populaires et les beaux quartiers, cette thèse interroge ce postulat par l’analyse des rapports résidentiels des différents groupes sociaux mis en situation de co-présence. Elle met en lumière quatre manières d’habiter le quartier et de cohabiter à partir d’une approche multidimensionnelle : les caractéristiques sociales des individus, la trajectoire résidentielle et la manière dont est vécue la nouvelle situation résidentielle, et les caractéristiques sociales et physiques du quartier. Dans cette perspective, elle analyse les rapports à l’altérité des individus qui établissent des frontières entre eux et leurs proches spatiaux à partir d’une lecture sociale mais aussi, à des degrés divers, une lecture raciale du monde.

The geography and the history of Mediterranean Europe are very different from those of the other European regions, but their role in the relationships with the other shores of the Mediterranean can be of great assistance to Europe as a whole. All the countries bordering the sea that witnessed the birth of some of the major civilisations of the world share a long tradition of economic and cultural relations. In the past numerous diasporas knit the harbour cities together, transmitting the ideas of the Enlightenment; today an uninterrupted flow of raw materials traverses the Mediterranean, together with people, ideas and technology. The European Union is called upon to develop a major Mediterranean policy, both through the accession of new countries, and by means of a policy of neighbourhood or of privileged associations. The principal tool should be a cultural policy that serves as a bridge between east and west, north and south. A common policy to spread the values contained in the project of the European constitution. In its motto «United in diversity», the Union recognises diversity as its most valuable asset. The countries of Mediterranean Europe, with their experience and their knowledge, can make a precious contribution to this policy. This book, the fruit of international co-operation among 20 researchers, offers a contribution to the study of Mediterranean Europe not only in the historic, economic, demographic and politological ambit, but also in the sphere of international relations and cultural policy.
