This makes it important, as countries plan for recovery, to undertake reforms to reduce the skills shortages that the previous growth episode exposed. Education systems have a very important role to play in creating the right skills. But education systems in the region fall short of the demands of their economies in two major ways. The first is that despite high levels of enrollment they do not produce enough graduates with the right skills. Students graduate with diplomas, not with skills, because the quality of the education for many students is poor. In large part this is because education systems remain focused on providing an excellent education to a few at the expense of improving the quality of learning for the majority. Moreover, the systems are still making the transition from teaching the basics to inculcating higher order skills such as critical-thinking and problem solving. The second way in which education systems fall short is that outside of a few countries in the EU there are few opportunities for adults to retrain, or acquire new skills. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (not just diplomas but skills). To start with, education systems need to turn the lights on and take seriously the measurement of what students actually learn as opposed to measurement of the inputs into the education process on the implicit assumption that learning follows. Policy makers also need to move away from the focus on inputs and processes and increase the emphasis on incentives.

In parts of East Asia it has long existed on a large scale and it is now becoming increasingly evident in other parts of Asia and in Africa, Europe and North America. Pupils commonly receive fee-free education in public schools and then at the end of the day and/or during week-ends and vacations supplementary tutoring in the same subjects on a fee-paying basis.Supplementary private tutoring can have positive dimensions. It helps students to cover the curriculum, provides a structured occupation for pupils outside school hours, and provides incomes for the tutors. However, tutoring may also have negative dimensions. If left to market forces, tutoring is likely to maintain and increase social inequalities, and it can create excessive pressure for young people who have inadequate time for non-academic activities. Especially problematic are situations in which school teachers provide extra tutoring in exchange for fees from their regular pupils.This book begins by surveying the scale, nature and implications of the shadow education system in a range of settings. It then identifies possible government responses to the phenomenon and encourages a proactive approach to designing appropriate policies.

Les subventions de l’État aux universités, qui sont insuffi santes, ont peu de chances de beaucoup augmenter à l’avenir. L’Australie et le Royaume-Uni ont mis en place des modèles radicalement différents. Ils reposent sur des droits d’inscription élevés assortis d’un système généralisé de prêts aux étudiants, dont le remboursement est conditionné par leurs revenus futurs. Robert Gary-Bobo plaide pour une réforme inspirée de ce modèle. Elle donnerait les moyens de se développer à une université française en grave diffi culté fi nancière et qui conduit beaucoup d’étudiants à l’impasse. Elle insuffl erait plus de justice sociale dans un système qui, paradoxalement, profi te essentiellement aux jeunes issus des milieux favorisés. l’échelon territorial ! Telle est l’injonction contradictoire adressée aux universités françaises depuis les deux grandes réformes du système d’enseignement supérieur et de recherche initiées en 2000. D’un côté, l’État organise une compétition généralisée entre enseignants- chercheurs et entre universités. Les fi nancements sur projet de la recherche, la publicisation des évaluations et leur utilisation pour allouer les budgets à la performance, comme les très sélectifs appels à projets qui se sont succédé sans relâche depuis le Grand Emprunt de Nicolas Sarkozy, ont accru les écarts entre établissements et fait voler en éclat le principe sur lequel reposait jusqu’alors, en théorie, le système français : des universités équivalentes sur l’ensemble du territoire. De l’autre, un remodelage du paysage universitaire est à l’oeuvre. Il impose que les grandes écoles, les organismes de recherche et les universités d’une même région coordonnent leurs actions dans le but de rationaliser les coûts et de grimper dans les classements mondiaux. De nouvelles structures sont ainsi créées à marche forcée, sans qu’il soit possible de savoir si ces changements majeurs atteindront leurs objectifs et assureront un avenir radieux à l’enseignement supérieur français. Mitterrand il y a trente ans. Sans doute conviendrait-il d’ajouter « mais s’est-on donné les moyens d’apprendre ? » Car faute d’avoir suffi samment investi dans une évaluation véritablement scientifi que de nos politiques de l’emploi, notre connaissance sur les causes du chômage et sur notre capacité à le résoudre n’a guère progressé. Certains programmes de formation, de subventions à l’emploi et d’accompagnement mis en place dans les pays développés ont pourtant pu être évalués méticuleusement. La faiblesse de leurs impacts démontre que l’on ne saurait prétendre éradiquer le chômage par l’investissement dans tel ou tel type d’action. Mais ces programmes peuvent être améliorés et nous aider à venir à bout du chômage. Cela passe par une analyse minutieuse des besoins et des comportements ainsi que par un recours plus large à des évaluations rigoureuses. Finalement, n’est-ce pas notre impatience à tester des actions sans nous donner le temps d’étudier leurs effets qui nous a piégés dans le chômage durable ?
