L’Union européenne possède même les plus grands services linguistiques du monde qui travaillent aujourd’hui en 23 langues officielles. À l’échelle des États, on observe également une activité de traduction prise en charge par les institutions. L’Espagne en est une illustration intéressante parce qu’elle comprend six régions où quatre autres langues que la langue nationale sont également officielles : le basque, le catalan, le galicien et l’aranais. Outre les relations internationales et les migrations, l’État espagnol doit donc gérer ce plurilinguisme autochtone. Dans les régions en question, il existe aussi des unités de traduction institutionnelles qui peuvent être comparées à celle de la Bretagne. Le Conseil régional y a en effet défini récemment une politique linguistique pour le breton et le gallo. Ces unités institutionnelles de traduction et d’interprétation constituent un terrain privilégié pour étudier l’activité. Le système est régulièrement critiqué pour son coût. Mais quels sont précisément ces coûts ? Et qu’est-ce qui les justifie ? Qu’apporte le service aux institutions, aux élus et aux citoyens qui mérite d’être ainsi défendu ? C’est ainsi que nous proposons dans cette thèse de déterminer les enjeux de la traduction. Il en ressort qu’on peut distinguer des enjeux économiques, mais aussi sociolinguistiques, glottopolitiques et politiques auxquels la traduction apporte une contribution très importante.

Ce colloque a abordé ces deux aspects du rôle de la traduction en Europe : dans le passé et aujourd’hui comme facteur de découverte mutuelle et ferment culturel ; de manière plus spécifique aujourd’hui comme facteur d’équilibre et instrument de communication au sein des institutions. Le colloque a rassemblé des spécialistes de nombreux pays européens ou observateurs jetant un regard sur l’Europe. Les textes partent de la traduction en Irlande au Moyen Age pour aboutir aux traducteurs allemands de Roumanie au XIXe siècle. La dernière partie du colloque tente de faire le point sur divers aspects de la recherche en matière de traductologie ainsi que sur la formation des traducteurs.

Book excerpt: In Corsica, spelling contests, road signs, bilingual education bills and Corsican language newscasts leave language planners and ordinary speakers deeply divided over how to define what "counts" as Corsican and how it is connected with cultural identity. In Ideologies in Action Alexandra Jaffe explores the complex interrelationship between linguistic ideologies and practices on the French island of Corsica. This detailed exploration of the ideological and political underpinnings of three decades of language planning raises fundamental questions about what it means to "save" a minority language, and the way in which specific cultural, political and ideological contexts shape the "successes" and "failures" of linguistic engineering efforts. Jaffe's ethnography focuses both on the way dominant language ideologies are inscribed in the everyday experience of ordinary people, as well as how they shape the evolving strategies of language planners trying to revitalize the Corsican language. While Jaffe's analysis demonstrates the pervasive influence of dominant language ideologies on minority language speakers and language planners, she also draws on case studies from everyday discourse, educational practice and public and mediatized debates over language issues to develop an ethnographically-grounded perspective on levels of resistance. In the final part of the book she explores the emergence (and the limits) of "radical" genres of resistance found in forms of Corsican language activism and in examples of codeswitching and language mixing in bilingual radio practice. This book contributes to a growing literature on language ideology, and will be of interest to anthropologists, political scientists and linguists interested in the practical and theoretical dimensions of language contact, minority language literacy, bilingual education, and language shift.

Starting from a general identification of the linkages between multilingualism and processes of value creation, it reviews the contributions of linguistics and economics before developing a new economic model of production in which language is taken into account. Testing of the model using data from two countries provides quantitative estimations of the influence of multilingualism on economic processes, showing that foreign language skills can make a considerable contribution to a country’s GDP. These findings have significant implications for language policy and suggest strategies helping language planners to harness market forces for increased effectiveness. A technical appendix shows how the novel technical and statistical procedures developed in this study can be generalized, and applied wherever researchers or decision makers need to identify and measure the value of multilingualism.
