Book excerpt: L’objet de cette recherche est de contribuer à l’estimation de l’incidence de l’ouverture de l’économie marocaine sur la compétitivité des entreprises Textile Habillement et Cuir. Une étude empirique a été menée en deux phases: Dans une première étape, les entreprises formant notre échantillon ont été classées selon leur activité. Dans une deuxième étape, l’impact de l’ouverture de l’économie marocaine sur la part du Maroc dans les approvisionnements Textile Habillement et Cuir de l’Union Européenne a été appréhendé au moyen d’une approche économétrique qui mobilise les données de panel, à partir d’un modèle qui a été initialement utilisé par Goldstein et Khan (1985). L’estimation de l’évolution de l’environnement concurrentiel dans les deux catégories préformées a corroboré l’hypothèse de la résistance des entreprises marocaines, suite au programme de la politique de mise à niveau. En réalité, la situation est loin d’être simple au sein des entreprises Textile Habillement et Cuir. D’abord, les résultats des régressions ont permis de souligner le poids de la mondialisation de l’économie (démantèlement de l’accord multifibres, accord de libre-échange). Ensuite, il s’est avéré que les entreprises contraintes par l’intensification de la concurrence réagissent par le biais de diverses stratégies de développement des exportations (créativité, réactivité, valorisation de l’offre, diversification de marché, constitution d’un réseau commercial international,...), dans le cadre de la politique de mise à niveau. De manière générale, l’étude révèle l’exhaustivité de l’incidence des contraintes de l’ouverture de l’économie marocaine sur la compétitivité des entreprises.

They find that discoveries, or episodes, when countries begin exporting a new product are not limited to so-called 'dynamic' industries. Rather, they also occur in traditional sectors such as agriculture. In addition, the data suggest discovery is a component of the stages of productive diversification that occur with development, following a consistent pattern--discovery activity peaks at the lower-middle income level and then declines. Based on this pattern, the authors show that discovery in the 1990s occurred with a higher than expected frequency in Eastern Europe and Central Asia, and lower than expected frequency in Sub-Saharan Africa. Discovery is not found to be a product of structural transformation based on changing factor endowments across income levels. Beyond export growth, population, and development, there are no significant and positive relationships between the expected drivers of entrepreneurship and the frequency of discovery. Combined with the finding that higher absorptive capacity and lower barriers to entry are associated with a reduction in discovery, this suggests that market failures arising from imitation and free-riding may be inhibiting the emergence of new export products in developing countries.
