In Resisting Protectionism, Helen Milner analyzes the growth of international economic interdependence and its effects on trade policy in the United States and France. She argues that the limited protectionist response of the 1970s stems from the growth of firms' international economic ties, which reduces their interest in protection by increasing its cost. Thus firms with greater international connections will be less protectionist than more domestically oriented firms. The book develops this thesis by examining the international ties of export dependence, multinationality, and global intra-firm trade. After studying selected U.S. industries, Milner also examines French firms to see if they respond to increased interdependence in the same way as American firms, despite their different historical, ideological, and political contexts.

Book excerpt: Workers and Communists in France analyzes the relationship between the Parti Communiste Français (PCF) and Confédération Générale du Travail (CGT), France’s largest and most influential trade union organization. All trade union movements in advanced capitalist societies have had to develop mechanisms to achieve their goals within the labor market and the political realm. The nature of such mechanisms varies dramatically from society to society. George Ross examines a trade union movement whose philosophy and actions are derived from the political and organizational perspectives of the Communist Third International tradition. Workers and Communists in France submits the modern history of the relationship between the PCF and the CGT to the complex test of a cost-benefit analysis. How well has the linkage between party and trade union worked for French Communism, for French workers, for the French left, and for French society? Since World War II, the ties between the PDF and the CGT have enabled them to promote and perpetuate sharp notions of class and class conflict among French workers and French society in general. The CGT has been the central agency through which French Communism has shaped debate about the nature of French society, a debate with profound effects on the structure of French politics and intellectual life. On the other hand, the basic contradiction between the Communist Party’s desire to use the CGT for partisan purposes and the CGT’s need to generate mass support has never been resolved. This failure may have followed from the very structure of the relationship between the PCF and the CGT, as well as from consistently inappropriate strategic calculations by the PCF. Ross concludes that the Communist Third International's concept of the link between party and trade union is becoming obsolete. The future of Communism in France may well depend, therefore, on a reappraisal of the party’s relationship with organized labor. French culture and institutions, they argued, inhibited the changes in economic structure that sustained growth would require. But in spite of these predictions and the occasional volatility of the world economy, the French economy grew rapidly. Only the Japanese, of the major economies, has grown faster, and by 1975 the French standard of living matched that of West Germany. Restructuring the French Economy looks at the four decades of the structural changes that fostered growth and explores explanations of why such changes occurred. Drawing on many and diverse primary materials, including government statistics, judicial decisions, and professional memoirs, Adams examines three different explanations of France's postwar economic success. The first downplays the extent of structural change during the surge of growth. The second emphasizes the importance of government policies to compensate for inadequate private initiative. The third suggests that European economic integration and French decolonization created enough market competition to push the private sector into its own restructuring. Adams stresses that if government initiatives worked well, they did so in an environment of strong market competition; if competition seemed to work wonders, it occurred only as a result of government actions. He also devotes considerable attention to the implications of his findings for U.S. policy concerning European protectionism and the health and growth of American industries.

Book excerpt: Based on the analysis of more than 35,000 company balance sheets, annual series of gross private investment have been constructed for 15 different sectors in Belgium between 1900 and 1995. The resulting data clearly show that the level of gross investment in the Belgian economy, expressed as a percentage of national income, was generally much lower than during the post world war two period. An international comparison demonstrates that Belgium usually invested far less than its major competitors. Moreover, the traditional coal and metal industries benefitted most of the investment effort instead of newer sectors like the chemical industry. Thus the present study contributes to explaining for the relatively poor growth performances of the Belgian economy prior to the 1960s.
