Even for the UK, more research is needed to challenge claims such as the alleged "backwardness" of British retailing relative to North America, or the presence of formidable "environmental" barriers to the "industrialisation" of retailing in Britain. New Perspectives on 20th Century European Retailing showcases new research on various aspects of twentieth century European retailing, that challenges the traditional view that Europe was a "follower" of America in retail innovation. It brings together work by several - mainly early career - scholars, who are doing innovative, archival-based, research on various aspects of European retail history. Following a general review of European retailing by the editors (discussing key debates and new approaches) seven thematic chapters present work that either sheds new light on old debates and/or explores hitherto neglected topics. Collectively, they show that whereas retailers are often regarded as ‘intermediaries’, in fact they are actors in their own right and they challenge the traditional view that Europe was a "follower" of America in retail innovation. The chapters in this book were originally published as a special issue of the Business History journal.

En Europe, l’État nation souvent partage ses compétences de réglementation avec l’Union européenne qui a pour but de faire l’Europe, l’économie la plus compétitive du monde. Récemment, quelques marchés dans l’UE ont été libéralisés, c’est-à-dire ouvert à la concurrence et les États membres sont en train de réviser leurs législations quant à la réglementation du marché afin d’augmenter la compétitivité des économies. Avec un chiffre d’affaire (CA) de plus de 2 milliards d’euros, le secteur du commerce e détail joue un rôle important dans l’économie européenne. Ses degrés de restrictions et sa réglementation divergent dans les États membres qui doivent néanmoins respecter l’acquis communautaire de l’UE. Parmi les 3 axes des restrictions dans le secteur de détail, la restriction des heures d’ouverture des magasins est la plus contestée et pose une question controversée. Bien que plusieurs études soulignent les effets positifs d’un assouplissement des horaires d’ouverture, il faut parallèlement analyser les effets pour les acteurs concern és, c’est-à-dire pour les entreprises, les employés et les consommateurs et les conséquences pour le modèle de société. Une libéralisation des heures d’ouverture sera surtout avantageuse pour les grandes entreprises alors que les petites devront trouver certaines niches si elles veulent rester compétitives. Globalement, on peut soutenir que les ventes dans le secteur de la distribution vont augmenter. En ce qui concerne les consommateurs, ce sont eux qui en profiteront le plus : Outre une réduction des prix et un choix plus vaste, ils disposent de plus de temps pour faire les achats. Quant aux employés, un assouplissement des restrictions d’heures d’ouvertures est enclin à créer du travail à temps partiel alors que le fardeau d’une disponibilité supplémentaire pour les salariés augmente. En outre, un tel assouplissement aura aussi un impact pour le modèle de société qui s’a transformé pendant des décennies précédentes vers une société d’une disponibilité de 24 heures sur 24.
