Book excerpt: Ungrounded surface materials on the exterior of low-to-medium altitude and medium-to-high inclination satellites can become charged in the auroral electron environment at high latitudes. The orientation of such surfaces will present different aspects relative to the satellite sun line and the satellite velocity vector. Such surfaces can be both in shadow and in the satellite wake at the same time, which enhances the chances of charging in the dusk to pre-noon sector of the auroral oval, depending on plasma density and lighting conditions at file satellite altitude and inclination. It is recommended that all surfaces be conductors if surface charging and associated electrostatic discharge (ESD) are to be avoided. Otherwise, the satellite system should be designed to tolerate the surface ESD that will occur.

Book excerpt: Several collaborative experiments on active space vehicle charging, involved use of low power electron guns to charge the vehicle, and a variety of diagnostics to monitor the electrical potential of the electron gun platform, and perturbations to the charge sheath around the vehicle. The physical processes involved in the acquisition of the steady state electrical potential of a vehicle at LEO altitudes under passive and active conditions is reviewed. Sounding rocket results show that for daytime experiments the vehicle potential rarely exceeds 10v for beam currents up to 80mA. At nighttime both low vehicle charging conditions and somewhat higher charging into the 100's of volt range are observed. The space shuttle orbiter appears to carry a cloud of out-gassing material with it which can become partially ionised thereby providing additional charge carriers for vehicle return currents. The return current flow to the Orbiter is restricted to a small percentage of the vehicle surface area (engine nozzles) and is thereby subject to pronounced plasma wake effects, however the total area is large enough that low electron beam currents can readily be balanced by electron collection at a fairly low potential if the engines have access to typical LEO mid-latitude ionospheric plasma concentrations.

Space weather can also present an increased health risk for astronauts, as well as aviation flight crews and passengers on transpolar flights. In 2019, the National Academies was approached by the National Aeronautics and Space Administration, the National Oceanic and Atmospheric Administration, and the National Science Foundation to organize a workshop that would examine the operational and research infrastructure that supports the space weather enterprise, including an analysis of existing and potential future measurement gaps and opportunities for future enhancements. This request was subsequently modified to include two workshops, the first (Phase I) of which occurred in two parts on June 16-17 and September 9-11, 2020. The Phase II workshop occurred on April 11-14, 2022, with sessions on agency updates, research needs, data science, observational and modeling needs, and emerging architectures relevant to the space weather research community and with ties to operational needs. This publication summarizes the presentation and discussion of that workshop.
