Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on the financing of formal primary and secondary education in developing nations. The study does not consider the areas of pre-primary, post-secondary, or nonformal education. Financing includes not only monetary inputs to education, but also material, labor, expertise, and land. The study examines the volume, nature, and mechanics of community financing in a range of settings. Policy issues facing governments and those who work with them are presented. Instruments for incentives, guidance, and control of community activities are considered. Specific strategies from different countries are presented and evaluated, along with the importance of monitoring and evaluation. The paper concludes by summarizing the lessons in the context of debate about centralization and decentralization. Sections of the book include: (1) "Communities and Their Characteristics"; (2) "Scale, Motivation, and Nature of Community Financing"; (3) "Mechanics of Community Financing"; (4) "Policy Issues Confronting Governments"; (5) "Government Incentives, Guidance, and Controls"; (6) "Challenges and Risks"; (7) "Monitoring and Evaluation"; and (8) Conclusion. Book excerpt: Recent changes in the world effected by the transformations of information technology, globalisation, and the move towards a knowledge economy over the last thirty years have been as radical and fundamental as the changes resulting from the invention of the wheel and the printing press. We are now living in a new age in which the demands are so complex, so multifarious and so rapidly changing that the only way in which we shall be able to survive them is by committing to a process of individual, communal, and global learning throughout the lifespan of all of us. A number of international bodies and agencies have taken cognisance of these transformations and the demands they impose upon societies and communities of the twenty-first century and have developed and articulated policies intended to enable all citizens of the world in the twenty-first century to face these challenges. It is now a declared policy of many governments and international agencies that the only vehicle for such preparation is `education, education, education', and that preparing for the knowledge economy and the learning society of the future has to be a lifelong undertaking, an investment in the future that is not restricted merely to the domain of economic advancement but also to those of social inclusion and personal growth. Realising this, policy-makers across the international arena are grappling with the need to move from systems that emphasise education and training to the radically more unworked construct of lifelong learning. In this volume the editors and authors analyse, criticise, and rework the ideas, principles, and theories underpinning policies and programs of lifelong learning, re-interpreting them in the light of examples of `best practice' found in a range of educating institutions around the world. We believe that students of educational change and community development will find it useful and helpful to have available in this volume some of the most up-to-date thinking on the chief concepts, theories, and values of increasing policy interest in lifelong learning, together with a review of some significant examples of the different forms, focuses, and nexuses of thought and practice on this topic. All this enables us to offer some policy recommendations and practical suggestions as to ways forward in the endeavour to make lifelong learning a reality for all.

Book excerpt: This book draws on evidence from a large number of developing countries to assess the impact of market reforms on the provision of education and health services. The contributors show that approaches that seek merely to pass more of their costs to consumers perform less well than is often claimed and that improved cost-effectiveness of health and education systems requires far more than changes in the sources and mechanisms of obtaining finance.

Available in PDF, EPUB and Kindle. Book excerpt: The private provision trend in technical and vocational education (TVE) in sub-Saharan Africa occurred as the deterioration of state-run TVE systems in the region created a market niche for private providers. While advocates of deregulation believe the adoption of market principles in TVE will lead to greater efficiency and effectiveness, private providers have emerged in an uncoordinated and unmonitored fashion. A literature review and case studies of two countries Senegal and Mali led to some of the following key findings: (1) in some countries the majority of TVE students are enrolled in private institutions; (2) a large number of private TVE institutions operate illegally; (3) private provision concentrates on the service and commercial trades; and (4) the private sector may operate with lower costs and be more responsive to the labor market, but they do not provide much job-related training or include work-experience programs. Some of the policy issues are as follows: (1) simplifying procedures for establishing private TVE institutions facilitates their growth but is not sufficient to prevent the growth of an illegal sector; (2) the lack of regulation for private TVE institutions raises complex issues regarding the mechanisms required to ensure quality and protect consumers against abuses; and (3) for private TVE to succeed, students and the programs themselves must receive some public funding and develop relationships with industry. Book excerpt: Opinions and policies on the development of private education in Sub-Saharan Africa are changing. This book attempts to review existing literature, theories, and concepts related to recent trends in the development and financing of private education in Sub-Saharan countries. Eleven chapters address the following topics: (1) introduction; (2) a retrospective on private education development and financing in Sub-Saharan Africa; (3) looking into the definition of private education; (4) different types of private education in Sub-Saharan Africa; (5) share of private education in total enrollment; (6) private education as an alternative to the provision of public education; (7) private education as a competitor for private and public funds for education; (8) comparative cost-efficiency and cost-effectiveness; (9) school choice and parents' attitudes; (10) from theories to present African realities; and (11) the public policy toward private education in Africa. Implications for education-policy research in Sub-Saharan Africa are described. Eight appendices contain an index to Sub-Saharan countries mentioned in the text, selected African countries' examples on private-education development and financing, statistics on private enrollment as percentage of total enrollment, suggested typology of private schools, comparative analysis of advantages and disadvantages of private education as compared to public education, private consumption in Sub-Saharan Africa, relative price of private consumption of education in selected African countries in 1993, and factors determining the volume of tuition fees in profit-making schools. (Contains 127 references.) (RT)

Book excerpt: This collaborative report focuses on nine countries in East Asia: Cambodia, China, Indonesia, Lao People's Democratic Republic, Mongolia, Myanmar, the Philippines, Thailand, and Vietnam. While acknowledging that these countries share some common features, the report also highlights each country's particular characteristics and the implications of certain policies within specific cultural contexts. The discussion is chiefly concerned with formal education at the primary and secondary levels, but also includes out-of-school supplementary tutoring, which in some societies is a major expenditure. While cash financing of education gains much of the attention, the study also recognizes demands for materials and labor and that the full costs of education include the opportunity costs of foregone earnings. The work is based on existing literature on the countries, questions sent to UNICEF officers responsible for education projects in the nine countries, information available in the World Bank on the countries, and the author's personal experience in the region. Chapters include: (1) "Issues"; (2) "Profiles of Nine East Asian Countries"; (3) "Policy Implications"; and (4) "Conclusion." The volume concludes with 27 tables of country data, notes, and contains 135 references. (EH)
