Dr. Kimball's narrative—chronological, detailed, and dramatic—includes analyses of the domestic and international concerns on both sides of the Atlantic and of the roles of the leading protagonists: President F. D. Roosevelt and Treasury Secretary Morgenthau, as well as Stimson, Hull, Churchill, and key British representatives. He also examines the possibility that Lend-Lease was designed to benefit the American economy at Britain's expense. A central question animates Kimball's account: How could a president who recognized the ultimate threat of Nazi Germany, but shared his nation's desire to avoid war, find a way to help an ally? The portrait of Roosevelt that emerges is instructive in view of revisionist histories that present him as a Machiavellian figure disingenuously leading his country to war. Kimball sees him, rather, as an essentially domestic president whose experiences and interests evolved from national concerns—as a man unschooled in international affairs, eager to avoid confrontation with his congressional opposition, wary of the British penchant for power politics, given to procrastination when faced with difficult problems, and anxious to avoid full-scale war. Yet, the administration's legislative strategy and the debate over the Lend-Lease Act clearly demonstrated that the president, his closest advisers, and the Congress were aware that the legislation would inevitably mean war with Germany. Based on such sources as the diaries of Morgenthau, the State Department Archives, Foreign Economic Administration records, the Stimson papers, and interviews with participants, this study provides insights that raise central questions about the functioning of the American system of government.

The author includes the results of the combat assessments of the aircraft, which were done at the Scientific Testing Institute of the Air Force, as well as reports from front-line regiments, and multiple combat episodes, detailing the views of the Soviet designers and pilots on the British and American aircraft. A separate chapter provides information about the aircraft which were not officially delivered but appeared in the Soviet Union accidentally. For the first time an attempt has been made to assess the influence of the deliveries of material and equipment upon the Soviet aviation industry and war effort. He commanded a tank battalion during much of this period and had three Shermans shot out from under him. Following the German surrender, Loza's unit was sent to Mongolia, where it participated in the arduous trek across the Gobi Desert to attack the Japanese Kwantung Army in Manchuria. This is the first available detailed examination of the Red Army's exploitation of U.S. war matiriel during World War II and one of the first genuine memoirs available from the Russian front. Loza also provides firsthand testimony on tactical command decisions, group objectives and how they were accomplished, and Soviet use of combat equipment and intelligence. Although much of the Royal Air Force's pilot training program had been relocated to Canada and other Dominion countries, the need for pilots remained acute. Within these pages, Tom Killebrew provides the first comprehensive history of all seven British Flying Training Schools located in Terrell, Texas; Lancaster, California; Miami, Oklahoma; Mesa, Arizona; Clewiston, Florida; Ponca City, Oklahoma; and Sweetwater, Texas. The first British students arrived in a still-neutral United States in June 1941. Many had never been in an airplane (or even driven an automobile), but they mastered the elements of flight, attended ground school classes, were introduced to the mysteries of the Link trainer and instrument flight, and then ventured out on cross country exercises. Students began night flying with the natural apprehension associated with taking off into a black sky, aided by only a few instruments, a flickering flare path, and limited ground references. Some students failed the periodic check flights and had to be eliminated from training, while others were killed during mishaps and are buried in local cemeteries. Those who finished the course became Royal Air Force pilots. But the story of the British Flying Training Schools is more than the story of young men learning to fly. These young British students would also forge a strong and long-lasting bond of friendship with the Americans they came to know. This bond would last not only during training, but would continue throughout the war, and still exist long after the end of the war.

Finally, in the aftermath of Germany’s invasion of the Soviet Union, Hopkins returned to London to confer with Churchill and traveled to Moscow to meet with Joseph Stalin. This final mission gave Roosevelt the confidence to bet on the Soviet Union. The envoys’ missions took them into the middle of the war and exposed them to the leading figures of the age. Taken together, they plot the arc of America’s trans¬formation from a divided and hesitant middle power into the global leader. At the center of everything, of course, was FDR himself, who moved his envoys around the globe with skill and élan. We often think of Harry S. Truman, George Marshall, Dean Acheson, and George F.
