Book excerpt: The history of secret intelligence, like secret intelligence itself, is fraught with difficulties surrounding both the reliability and completeness of the sources, and the motivations behind their release—which can be the product of ongoing propaganda efforts as well as competition among agencies. Indeed, these difficulties lead to the Scylla and Charybdis of overestimating the importance of secret intelligence for foreign policy and statecraft and also underestimating its importance in these same areas—problems that generally beset the actual use of secret intelligence in modern states. But in recent decades, traditional perspectives have given ground and judgments have been revised in light of new evidence. This volume brings together a collection of essays avoiding the traditional pitfalls while carrying out the essential task of analyzing the recent evidence concerning the history of the European state system of the last century. The essays offer an array of insight across countries and across time. Together they highlight the critical importance of the prevailing domestic circumstances—technological, governmental, ideological, cultural, financial—in which intelligence operates. A keen interdisciplinary eye focused on these developments leaves us with a far more complete understanding of secret intelligence in Europe than we've had before.

Elle s'efforce de donner un éclairage global de l'effort européen en matière de défense et de démontrer quel est l'impact de l'intégration de la défense dans la construction européenne pour l'Union elle-même, et pour l'environnement stratégique. L'étude est divisée en deux parties. La première a pour objectif d'analyser les bases institutionnelles de l'Europe de la défense et de démontrer une importance de plus en plus grandissante de la dimension de défense pour la construction européenne, ainsi que l'influence de cette dimension sur la structure institutionnelle de l'UE. Cette "institutionnalisation de la défense" dans le cadre de l'UE ne peut pas être envisagée séparément des arrangements institutionnels avec l'OTAN et l'UEO. La deuxième partie porte sur une concrétisation progressive de cette Europe de la défense. La participation de l'UE dans les opérations de gestion des crises démontre que l'Union commence à émerger en tant qu'acteur complet sur la scène internationale et que le domaine de défense apporte "une valeur ajoutée" à la puissance de l'UE. Cette partie analyse également la capacité stratégique et opérationnelle de l'Union en matière de défense, et la compétitivité de l'industrie de défense européenne. L'Europe de la défense concrétise l'idée de l'UE comme un modèle original et spécifique qui combine la dimension de défense avec d'autres instruments de l'action extérieure de l'UE. For the first time since the banning of organochlorine pesticides these operations relied mainly on non-persistent pesticides such as organophosphates and pyrethroids. The amount of pesticides sprayed and the area covered were probably the highest in the history of locust control and raised criticism with respect to efficacy, economic viability and environmental impact. As a consequence, applied research into the problem was intensified, both at the national and the international level, with the goal of finding new and environmentally sound approaches and solutions to locust and grasshopper control. Emphasis was laid on developing new control agents and techniques.
