Book excerpt: Recent debates about inequality have focused almost exclusively on the distribution of wealth and disparities in income, but little notice has been paid to the distribution of free time. Free time is commonly assumed to be a matter of personal preference, a good that one chooses to have more or less of. Even if there is unequal access to free time, the cause and solution are presumed to lie with the resources of income and wealth. In Free Time, Julie Rose argues that these views are fundamentally mistaken. First, Rose contends that free time is a resource, like money, that one needs in order to pursue chosen ends. Further, realizing a just distribution of income and wealth is not sufficient to ensure a fair distribution of free time. Because of this, anyone concerned with distributive justice must attend to the distribution of free time. On the basis of widely held liberal principles, Rose explains why citizens are entitled to free time—time not committed to meeting life's necessities and instead available for chosen pursuits. The novel argument that the just society must guarantee all citizens their fair share of free time provides principled grounds to address critical policy choices, including work hours regulations, Sunday closing laws, public support for caregiving, and the pursuit of economic growth. Delving into an original topic that touches everyone, Free Time demonstrates why all citizens have, in the words of early labor reformers, a right to "hours for what we will."

To what extent do they actually contribute (or fail to contribute) to sustainable mobility? Why do some policies succeed and others fail? Using an interdisciplinary approach which brings together various theories and methodologies, this book tests each of these policies - or hypotheses, as the author sees them - with detailed empirical investigations. It also argues that leisure-time travel should be included in any sustainable mobility policies, as it now accounts for 50 per cent of all annual travel distance in developed countries. As Americans experienced record high levels of unemployment, leisure was thought by reformers, policy makers, social scientists, physicians, labor unions, and even artists to be both a cause of and a solution to society's most entrenched ills. Of all the problems that faced America in the 1930s, only leisure seemed to offer a panacea for the rest. The problem centered on divided opinions over what constituted proper versus improper use of leisure time. On the one hand, sociologists and reformers excoriated as improper such leisure activities as gambling, loafing, and drinking. On the other, the Works Progress Administration and the newly professionalized recreation experts promoted proper leisure activities such as reading, sports, and arts and crafts. Such attention gave rise to new ideas about how Americans should spend their free time to better themselves and their nation. These ideas were propagated in social science publications and proliferated into the wider cultural sphere. Films, fiction, and radio also engaged with new ideas about leisure, more extensively than has previously been recognized. In examining this wide spectrum of opinion, Currell offers the first full-scale account of the fears and hopes surrounding leisure in the 1930s, one that will be an important addition to the cultural history of the period.

Book excerpt: The idea of a ‘leisure society’ was in its heyday in the 1960s and 1970s, when it was predicted that the pattern of falling working hours which had been experienced in Western societies in the first half of the twentieth century would continue indefinitely. The leisure society has clearly not been realised. On the contrary: contemporary industrial societies seem to be characterised by a shortage of time, experienced as ‘time squeeze’ and stress. The leisure society idea can be seen as the modern version of the age-old dream of a ‘life of ease and plenty’. This analytically and empirically rich book traces the idea in history, through biblical, classical Greek, medieval and nineteenth century utopian writings and into twentieth century concerns with dystopia and the impact of rapid technological change. The ‘leisure society’ concept turns out to have been an elusive and short-lived phenomenon. For a variety of reasons, the trend towards shorter working hours ran out of steam in the last quarter of the twentieth century. However, while leisure scholars have deserted the topic, a diverse range of activists, including environmentalists, economists and feminists, continue to make the case for reducing working hours. Whatever Happened to the Leisure Society? concludes that the on-going ‘struggle for time’ should be supported, for the sake of human health and well-being and for the sake of the planet.
