The aim of this book is to unpack the meaning of legitimacy for the population in peacebuilding processes and the relationship this has with civil society involvement. There is a growing consensus for addressing local concerns in peacebuilding, with the aim of ensuring local ownership. Moreover, scholars have noted a relationship between civil society inclusion in peace negotiations and legitimacy. Yet, the very idea of legitimacy remains a black box. Using data from original empirical fieldwork - including over 100 semi-structured interviews and 12 focus group discussions - the book focuses on two case studies of negotiations that, respectively, ended a long civil war in Liberia in 2003 and ended the post-election violence in Kenya in 2008. It argues that civil society involvement is conceptually insufficient to show a multidimensional understanding of legitimacy. Instead, the book shows a complex picture of legitimate peace negotiations, based on outcome and participation-based characteristics with the involvement of both 'guarantors' of legitimacy and a more general civic agency which includes the general population. Through forms of participative communication, the passive audience become active stakeholders in the construction of legitimacy. This has repercussions for how we think about civil society and peacebuilding more generally. This book will be of much interest to students of peacebuilding, conflict resolution, security studies and IR in general.

The book provides a comparative, micro-level study of local actors’ reasons for compliance with or resistance to international peacebuilding. Specifically, it analyses three pathways to compliance –legitimacy, coercion, and reward-seeking – to explore local police officers’ compliance with the reforms stipulated by the EU Police Mission in Bosnia and the EU Rule of Law Mission in Kosovo. Book excerpt: The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime. Currently, the organization is involved in reconstruction and peacebuilding activities in six countries. Yet, a 2010 review by permanent representatives to the United Nations found that the hopes of the UN peacebuilding architecture "despite committed and dedicated efforts...ha[d] yet to be realized." Two of these hopes relate to gender and power, specifically that peacebuilding efforts integrate a "gender perspective" and that the Commission consult with civil society, NGOs, and women's organizations. This book is the first to offer an extensive and dedicated analysis of the activities of the UN Peacebuilding Commission with regard to both gender politics, broadly conceived, and the gendered dynamics of civil society participation in peacebuilding activities. Laura J. Shepherd draws upon original fieldwork that she conducted at the UN to argue that the gendered and spatial politics of peacebuilding not only feminizes civil society organizations, but also perpetuates hierarchies that privilege the international over the domestic realms. The book argues that the dominant representations of women, gender, and civil society in UN peacebuilding discourse produce spatial hierarchies that paradoxically undermine the contemporary emphasis on "bottom-up" governance of peacebuilding activities.

Surprisingly, however, there has not been a full examination of concrete policies and implementation strategies to generate legitimacy in "host states" by either international relations (IR) theorists or practitioners. The objective of this book is to develop an understanding of the mechanisms for constructing—or eroding—the legitimacy of newly created governments in post-conflict peacebuilding environments. The book argues that although existing accounts in the literature contend that compliance with key political programs, and constructing legitimacy in peacebuilding, largely depend on the levels of force (guns) and resource distribution (money) aimed at people who are governed, there are other significant factors, such as inclusive governments reconciling with old enemies, and the substantial role of international organizations (IOs) as credible third parties to establish fairness and impartiality within the political process. Highashi focuses on an in-depth analysis of the challenges involved in creating a legitimate government in Afghanistan, focusing on disarmament programs with powerful warlords, and the reconciliation efforts with the insurgency, especially the Taliban. In the conclusion the book also examines three complimentary cases—Iraq, East Timor, and Sierra Leone—which consistently support the argument presented earlier This work will be of interest to students and scholars of peacebuilding and conflict resolution as well as international relations more broadly.

In a growing number of cases, people aren’t rejecting and relegating democracy because it’s bad; they’re challenging it because it isn’t relevant to their priorities and needs. The peacebuilding ‘moment’ – when consent for intervention is present and the opportunity to build a sustainable social contract between peacebuilders and people is most fruitful – is being squandered. This relationship, between governed and governance, relies on mutual needs realization, but there is no formal or informal requirement and mechanism for ascertaining what the ‘subjects’ of peacebuilding might prioritize. Instead, peacebuilders give the ‘subjects’ of peacebuilding what they think they should have. This legitimacy gap – between what peacebuilders give and what subjects want - is the subject of this book. Through a range of empirical case studies conducted by country specialists, the book reveals that, when asked, people often prioritize roads, electricity, jobs, housing, schooling and pertinent justice (amongst other things) in the immediate aftermath of war. We find that mapping this locus of legitimacy may help develop the kind of relationship upon which the sustainability of any social contract between governed and governance rests. This book was originally published as a special issue of the Journal of Intervention and Statebuilding.

Advocates assert that it boosts the legitimacy and sustainability of peacekeeping by helping to preserve the principles of self-determination and non-imposition in an activity that can contravene them. However, whether this assertion holds in practice has not been backed up by careful conceptual and empirical analysis. This book fills this gap by mapping the discourse, understandings, and operationalization of local ownership in UN peacekeeping, both from the perspective of the UN and local actors. Drawing on the case of the UN peacekeeping operation in DR Congo and a number of other cases, it shows that despite its regular invocation of local ownership discourse, the UN operationalizes ownership in restrictive ways that are intended to protect the achievement of operational goals but which consequently limit self-determination and increase external imposition on the host country. This gap between the rhetoric and reality of ownership suggests that the UN uses local ownership primarily as a discursive tool for legitimation, one intended to reconcile conflicting normative and operational imperatives that it faces. However, because its actions do not match its rhetoric, the UN's attempts to generate legitimacy through discourse appear to fall flat, particularly in the eyes of local actors, and because of contradictions in the ways that the UN operationalizes local ownership, it also inhibits the achievement of its operational goals as well.
