Book excerpt: Few will doubt the importance of the role that communication technology played in American politics in 2020. The Factors and Behaviors Associated with Legislator Use of Communication Technology examines the various factors and behaviors associated with legislator use of communication technology. Offering both macro and micro level perspectives as well as quantitative and qualitative data analyses, a broad perspective of the role that communication technology plays in driving legislator behavior is provided. Building a theoretical structure, this book begins with an examination of how communication technology can destabilize the policymaking process and offers an overview of media and policy process theories, and legislator roles and the association of these roles with the use of communication technology. Moving to the micro level, the authors present quantitative and qualitative evidence associated with legislator behaviors associated with the use of communication technology including compromise behaviors and political ideological polarization, closing with an examination of the use of communication technology by legislators during the 2020 COVID-19 pandemic.

Book excerpt: Newer communication technologies (CTs) will always vie with more mature technologies for the attention of time-constrained legislators. As continual advances in CT make new methods of communication available to legislators, it is important to understand how newly introduced CTs influence novel and changing legislator behaviors. The mixed-method research presented in this study provides deep insights into the relationships between legislators and the CTs they use. This study offers many contributions, among them: it effectively bridges a gap between existing Internet Enabled CT (IECT) behavioral studies on non-legislators by expanding them to include legislator behavior; it expands existing narrowly focused research into the use of CT by legislators by including both IECT and mature CTs such as face-to-face meetings and telephone; it provides a fresh perspective on the factors that make CTs important to legislators, and it uncovers legislator behaviors that are both useful, and potentially harmful, to the process of democracy in the United States. In addition, this study confirms and extends existing research in areas such as minority party constituent communication frequency, and extends the topic of legislator CT behavior into some unanticipated areas such as constituent selective behaviors and the use of text messaging during floor debates which effectively enable lobbyists and paid consultants to participate real-time in floor debates in the Arizona House and Senate.

Using data from the official homepages of members of the U.S. House of Representatives, we test whether web-based communication technology diffuses through congressional state delegations. We use a natural experimental design that exploits ignorable state boundaries to distinguish between causal diffusion processes and spatial heterogeneity. Using nonlinear conditional autoregressive models for the statistical test, we find that web communication technology practices are weakly driven by communication within state delegations, and with the effect slightly more pronounced among Democrats than among Republicans.

Book excerpt: Political scientists have long considered ideology, partisanship, and constituency in determining how members of the United States Congress make decisions. Meanwhile, psychologists have held that personality traits play central roles in decision-making. Here, we bridge these literatures by offering a framework for modeling how personality influences legislative behavior. Drawing from experimental economics and neuropsychology, we identify core cognitive constraints for the “Big Five” personality model, parameterizing them in ways useful for crafting formal models of legislative behavior. We then show one example of the applicability of this framework by creating a formal decision-theoretic model of constituency communication. We show that when there exists uncertainty over the true state of the world, personality traits have more influence on individual decisions.

Book excerpt: This book provides a clear and thorough account of the process leading up to the revision of the International Telecommunication Regulations (ITRs) one of the four treaties administered by the ITU. The author’s inside view of the events and his legal analysis of the new ITRs, are different from that what has been aired in most other accounts to date. His systematic approach shows how much of the criticism of the WCIT-12 process and of the ITRs themselves, is unjustified. This book provides the most accurate view to date of what the ITRs really mean and of what really happened at WCIT-12, which was undoubtedly a key event in the history of telecommunication policy and which is likely to have significant long-term effects. The book covers in some detail the events leading to the non-signature of the treaty by a significant number of states, outlines possible consequences of that split between states, and offers possible ways forward. The book includes a detailed article-by-article analysis of the new ITRs, explaining their implications and concludes with recommendations for national authorities. It concludes with an analysis of events from the point of view of dispute resolution theory, offering suggestions for how to avoid divisive outcomes in the future. "This is an excellent book, and quite rich and comprehensive. The topic is important and the book will surely be of interest to regulators, diplomats, policy experts, and all those who participated in WCIT. The author is uniquely qualified to write an analysis of the new ITRs and an account of the Conference. This book will be a good reference for the next Plenipotentiary Conference to be held in 2014 which is going to discuss follow-up to WCIT-12." Naser al-Rashedi, United Arab Emirates. "This is an authoritative expert account of a moment of high significance for vital issues with respect to international networks." Professor Dan Schiller, University of Illinois. "This is an excellent and timely work." Professor Ian Walden, Queen Mary, University of London. "Interested persons, businesses and governments can draw their policies from the assessments of a telecommunications insider as presented in this book. The manifold arguments enlightening the interpretation of the provisions of the ITRs might become an invaluable guidance for those who apply the ITRs in the future." Professor Dr. Rolf H. Weber, University of Zurich.
