Available in PDF, EPUB and Kindle. Book excerpt: This book develops a critical analysis of the Brazilian legislature, specifically the role of its lower chamber, the Chamber of Deputies, in policy making and how this combines with its public engagement role, namely in terms of promoting participation and transparency. The book draws from Nelson Polsby’s theoretical conceptualization about transformative and arena legislatures. The purpose is not to reach a consensus about the exact categorisation of the legislature in Polsby’s classification. On the contrary, the chapters are mainly concerned in challenging this classification through interdisciplinary perspectives drawn from within the legislative studies in Brazil. The book’s first chapters introduce the reader to an historical overview of the Brazilian legislature’s policy making and organization, identifying its role in proposing public policies and scrutinising proposals from the Executive Branch. The subsequent chapters focus on its public engagement role and address contemporary elements – such as political participation and transparency – and how these interlink, or not, with legislative practices and influence the production of law. The book provides a unique insight into the operation and power of the legislature of a key global power, Brazil, in a presidential political system context. The chapters originally published as a special issue in the Journal of Legislative Studies.

Book excerpt: In October 2018 Brazilians elected Jair Bolsonaro as their new president. A former army officer who served under the military dictatorship, Bolsonaro has spent his political career campaigning against democracy and human rights. His notoriety comes from his repeated racist, sexist and homophobic statements and his defense of torture, extra-judicial executions and impunity for Brazil´s security forces. Bolsonaro is sometimes described as a “Tropical Trump.” But this wording greatly underestimates the threat that he poses to Brazil´s still young and fragile democratic institutions. In Spite of You brings together voices of the new Brazilian resistance. It includes chapters by Dilma Rousseff, former president of Brazil, political prisoner and torture survivor; Fernando Haddad, former minister for education and mayor of São Paulo, who was defeated by Bolsonaro in the 2018 election; and Eugenio Aragão, former minister for justice in President Dilma´s last government. It also gives a voice to feminists, environmentalists, land rights activists and human rights defenders, explaining the background to Bolsonaro´s election and setting out a manifesto for reviving democracy in Brazil. Contributors: Eugenio Aragão, Rubens Casara, Sérgio Costa, Vanessa Maria de Castro, Fabio de Sá e Silva, Michelle Morais de Sá e Silva, Paulo Esteves, Conor Foley, Gláucia Foley, Fernando Haddad, Monica Herz, Fiona Macaulay, Renata Motta, Dilma Rousseff and Márcia Tiburi. Conor Foley is a Visiting Professor at the Pontifical Catholic University of Rio de Janeiro and has worked on legal reform, human rights and protection issues in over thirty conflict zones. His previous books include, Protecting Brazilians Against Torture, Another System Is Possible and The Thin Blue Line.

Available in PDF, EPUB and Kindle. Book excerpt: In 2015 the United Nations set out an ambitious plan under UN Resolution 70/1 to prioritize seventeen separate goals over a fifteen-year period to promote health, life, equality, and the environment. The Sustainable Development Goals include ending poverty and hunger; reducing inequality; promoting good health and well-being; quality education; gender equality; clean water and sanitation; affordable and clean energy; decent work and economic growth; industry, innovation, and infrastructure; sustainable cities and communities; responsible consumption and production; climate action; life under water; life on land; peace, justice, and strong institutions; and developing partnerships to achieve these goals. This book examines the way in which SDG initiatives have been disseminated by mainstream media, in government discourse and by NGO’s, charitable organisations, and campaign groups. It questions to what extent sustainability narratives are being supported and how they are represented; how saving the environment can be made pertinent to someone who has no access to clean food or running water; and why local initiatives (in which indigenous populations are making a real difference) are overshadowed by multinationals whose attempts to rectify the damage their goods have done gains more credible reportage. It provides an extensive analysis of how and when collective mobilization and protest activities brought about social and political change. Charting the dynamics and characteristics of Brazil’s social movements from the abolition of slavery in 1888 to the present day, the contributors to this edited volume demonstrate the processes of social movement activism in Brazil, and its relations with political institutions across various types of governments and political regimes. They bring to light both political opportunity structures of different historical periods, and the political and cultural consequences of mobilization stemming from the collective action of social movements. Showcasing various approaches, the book encompasses a plurality of methodological perspectives including network analysis, collective memory, trajectories, and quantitative techniques of process analysis. Ultimately, the authors present new empirical evidence about social movement outcomes in Brazil, including the mobilization for housing rights, institutionalization processes in a re-democratized society, the effects of anti-dictatorship movements on activists, transformations of political agendas and the diffusion of social protests. Interdisciplinary at its core and highly engaging, The Consequences of Brazilian Social Movements in Historical Perspective offers essential reading on social movement studies to academics, activists and students.

Available in PDF, EPUB and Kindle. Book excerpt: This new textbook provides students with a comprehensive and accessible introduction to the presidents and presidential leadership in Latin America. Unlike other texts, Presidents and Democracy in Latin America integrates both political analysis and major theoretical perspectives with extensive country-specific material. Part One examines the developments in recent years in Latin American presidentialism and identifies different characteristics of society and politics which have influenced Latin American governments. The personalization of political life and of presidential government help to illustrate the character of Latin American politics, specifically on the type of political career of those who occupied the presidential office, the leadership style of these presidents and the type of government which they led. Part Two studies two presidents in each of six countries in the region which reflect the broad trends in the political and electoral life: Argentina, Brazil, Chile, Colombia, Mexico, and Peru. Each case study first provides the biographical background of the president; it outlines the political career of the president both inside and outside of a party, including at the local level; the popularity of the president at the time of the presidential election is given, as well as the mode of selection of the candidates (selection by party leaders only, by party members or by a primary). The relation of the president with the government or ministers, especially if there is a coalition government, is detailed. This textbook will be essential reading for all students of Latin American Politics and is highly recommended for those studying executive politics, political leadership, and the state of democratic governance in Latin America.

Available in PDF, EPUB and Kindle. Book excerpt: Native scholars explore the relationship between political parties and democracy in regions around the world. The development of political parties over the past century is the story of three stages in the pursuit of power: liberation, democratization, and de-democratization. Political Parties and Democracy is comprised of five, stand-alone volumes that probe the realities of political parties at all three stages. In each volume, contributors explore the relationship between political parties and democracy (or democratization) in their nations, providing necessary historical, socioeconomic, and institutional context, as well as the details of contemporary political tensions. Contributors are distinguished indigenous scholars who have lived the truths they tell and are, thus, able to write with unique breadth, depth, and scope. They show the parties of their respective nations as they have developed through history and changing institutional structures, and they explain the balance of power among them—and between them and competing agencies of power—today.

Book excerpt: Ambition theory suggests that scholars can understand a good deal about politics by exploring politicians' career goals. In the USA, an enormous literature explains congressional politics by assuming that politicians primarily desire to win re-election. In contrast, although Brazil's institutions appear to encourage incumbency, politicians do not seek to build a career within the legislature. Instead, political ambition focuses on the subnational level. Even while serving in the legislature, Brazilian legislators act strategically to further their future extra-legislative careers by serving as 'ambassadors' of subnational governments. Brazil's federal institutions also affect politicians' electoral prospects and career goals, heightening the importance of subnational interests in the lower chamber of the national legislature. Together, ambition and federalism help explain important dynamics of executive-legislative relations in Brazil. This book's rational-choice institutionalist perspective contributes to the literature on the importance of federalism and subnational politics to understanding national-level politics around the world.
