Available in PDF, EPUB and Kindle. Book excerpt: What is effective legislation? Is it a matter of intuition, luck or the result of evidence based law making? Can it be consciously ‘engineered’? This book advances the novel idea that legislative effectiveness is the result of complex ‘mechanics’ in the conceptualisation, design and drafting of four elements inherent in every law: purpose, content, context and results. It concludes that effectiveness can be achieved with conceptual and methodological insights that guide the specific choices of lawmakers when designing and drafting legislation.

Available in PDF, EPUB and Kindle. Book excerpt: The studies contained in this volume present a sampling of policy and legislation relating to adult learning in various parts of the world. They were produced in the context of a more complete survey, under the auspices of the UNESCO Institute for Education (UIE) in cooperation with the University of Florence, which sought to identify tendencies in this field over the past few years. The international research project, under which these of Paul national studies were made, was developed under the direction Belanger, Director of UIE, and Paolo Federighi, Professor at the University of Florence. An international publication by the two project directors, due to appear at the beginning of 1997, will report on the findings of the project, which involves 26 countries. The contributions presented here reflect a broad geographical spectrum as well as a wide range of policy models. From an analysis of these studies, it is apparent that this is a field in which there has been much innovation and which encompasses markedly varying approaches in response to different national conditions.

Book excerpt: This anthology examines the effects of economic orthodoxy on the French left. A decade after the governing left relinquished plans to 'transform society', French social actors have indeed changed. They have adapted to economic orthodoxy and to a new political mainstream. Various essays examine the political impact of economic forces. They explore the relationships between left parties and organized labour. The book also looks at new forms of political mobilization around gender, immigration, and environmental issues.

Available in PDF, EPUB and Kindle. Book excerpt: Theorizing Feminist Policy avoids the usual clash between feminist analysis and non-feminist social science in mapping out the new field of feminist comparative policy. Instead, it intersects empirical feminist policy analysis with non-feminist policy studies to define and contribute to this new and emerging field of study. Consulting a wide sweep of empirical and theoretical work, the book first defines Feminist Comparative Policy showing how it dialogs with the adjacent non-feminist areas of Comparative Public Policy, Comparative Politics, and Public Policy Studies. Theorizing Feminist Policy seeks then to strengthen one of the weakest links of this new area - the study of explicitly feminist government action. In the remaining chapters, the books defines feminist policy as a separate sector, with eight sub sectors - blueprint, political representation, equal employment, reconciliation, family law, reproductive rights, sexuality and violence, and public service delivery. It develops a qualitative and comparative framework for analysing the profiles and styles of feminist policy in post industrial democracies and uses the framework to examine twenty seven different cases of feminist policy formation across thirteen different countries. The initial empirical study makes a case for feminist policy as a new sector of state action, concluding tentatively that successful feminist policy formation is a subtle combination of feminist strategic partnerships, non feminist support, institutions, culture, and international influences. These tentative findings also shed new light on the perennial questions of comparative politics and policy: do politics, institutions, national policy style, sector, institutions, or culture matter the most in determining policy processes and outcomes? The books finishes by suggesting the next steps in developing comparative theories of feminist policy formation. Theorising Feminist Policy, therefore, goes beyond just describing the dimensions of feminist policy from existing literature, it seeks to systematically contribute to comparative theories of how the contemporary post-industrial state has taken on social change at the beginning of the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: The evaluation of the effects of laws is a relatively recent development in Europe. Its growing importance is related to changes in the form of legislation, which is often targeted to achieve certain goals. In these circumstances, the proper application of legal norms alone is no longer sufficient, it is also necessary to verify whether the goals pursued are actually attained. Evaluation of legislation therefore means the assessment of the foreseeable or actual impact of laws to clarify the extent to which the actual impact is consistent with the stated objectives, to identify undesirable effects and to assess the coherency of the means used to attain the objectives. This publication reflects the contribution of the Council of Europe to two bilateral seminars organised with the authorities of Georgia (October 2000) and Ukraine (March 2001). It is organised into two sections: the issues at stake , and European experience.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first systematic study of French policy regarding equal employment for women. Mazur asks why policy makers choose to make symbolic reforms. Is there a certain set of conditions particularly conducive to the formation of symbolic reform? If symbolic reforms are meant to do nothing, why do governments allocate limited resources to them? Mazur examines five legislative proposals, dating from 1967 to 1982, three of which resulted in legislation: the 1972 Equal Pay Law. the 1975 Equal Treatment Law, and the 1983 Egalite Professionelle Law. These five case studies reveal the continuity over three decades of "symbolic" reform, reform that does not solve the problem it was designed to address.
