Book excerpt: This policy note was prepared in response to a request from the Government of Southern Sudan (GoSS) for World Bank assistance in developing legislative and institutional policies and strategies that will take advantage of the potential of the region's forest resources to contribute to poverty alleviation, food security, sustainable agriculture, economic growth, and to protection of forest-related environmental services such as climate, biodiversity, water, and wildlife resources. The note is intended to: (a) take stock of the current situation on the ground, including identifying the legislative, institutional, governance, and policy reforms needed to create an enabling environment for both public and private-sector investment. This should help in contributing to improved understanding of the currently underutilized potential of Southern Sudan's forest resources; (b) analyze what has worked and what has not worked prior to and since the signing of the Comprehensive Peace Agreement (CPA); and (c) suggest priority solutions and actions towards revitalizing the forestry sector. Key policy issues addressed in this note include: 1) strengthening forest resource information and knowledge base; 2) developing a coherent legislative and policy framework, organizational structure, and capacity for the sector; 3) promoting participatory forest and woodland management; 4) enabling forest-based industries to thrive; 5) creating an enabling environment for attracting private-sector investment; 6) protecting and enhancing forest-related environmental services; 7) using technical approaches to conservation and sustainable management of forest resources; and 8) introducing predictable and sustainable long-term financing mechanisms.

Book excerpt: BOOK SUMMARY Climate change is an evolving phenomenon, its outcome is affecting the whole world, such a phenomenon requires international co-operation in order to create a unified front to combat climate change, by imposing national legislations in each state. The primary concern of this study is to analyze Sudanese legislations related to climate change in contrast with international treaties ratified by Sudan, for this purpose this study discusses rights, duties and statuses of compliances under such international treaties, by comparing Sudanese legislations with international climate change treaties. Furthermore, this study discusses the adverse effects felt by Sudan as a result of climate change, the measures of adaptation taken towards climate change, Sudan’s almost non existing contribution to climate change and most importantly Sudan’s potential for universal mitigation of climate change. The results of this study transpired that the universal adverse effect of climate change extends to Sudan environmentally, economically and socially; it also revealed that there is no vibrant expression of Sudanese legislations addressing the effect of climate change and hence, Sudanese legislation shall take effective action to adapt a comprehensive legal framework explicitly addressing mitigation and adaptations of climate change. Adoption of an explicit climate change legislation will help Sudan in adapting to the adverse effect of climate change and how Sudan’s national resources and agricultural lands can play a great role in universal mitigation of climate change.

Book excerpt: This literature review explores how political, economic and resource management policies and programs can reduce forest degradation and increase the contribution of forest goods and services to sustainable livelihood strategies. In Ethiopia, studies indicate that forest dependency is strong throughout the country, but the importance of forest income varies across different regions and wealth categories. Research suggests that improving forest product market governance is key to strengthening forest livelihood resiliency. Recent experiments with forest governance devolution have shown mixed results in terms of improving forest conditions and livelihoods. Smallholder land certification has met with considerable success, whereas participatory forest management schemes have positive ecological outcomes but fall short in terms of livelihood gains. In South Sudan, civil war has limited the depth and scope of research on dryland forests and livelihoods. Food security analyses indicate that the importance of forest income varies by region and season. Markets are poorly developed and forest governance systems are weak in many parts of the country. Key threats to forest livelihoods in both countries include: shifting climatic conditions, large-scale population movements, large-scale land acquisitions and weakened governance institutions; and in South Sudan, continuing violent conflict. In Ethiopia, research and policy reform should focus on the relationship between forest rights devolution, livelihoods, forest management practices and forest conditions as well as on the impacts of demographic change on forest-based livelihoods, forest management and forest cover. In South Sudan, research should focus on documenting the impacts of conflict on forest-based livelihoods with an view to structuring humanitarian aid programs in ways that mitigate the negative impacts.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a cohesive collection of contributions representing an African scholarly voice on some of the most burning and emerging topics and experiences regarding the implementation of REDD+ in Africa from a human rights perspective. It addresses the international human rights obligations of states and non-state actors in the context of REDD+ implementation in Africa; how current practices in various African states reinforce or affect human rights standards; and critical issues concerning the rights of vulnerable groups such as women, Indigenous populations, and forest dwellers in the implementation of REDD+ in Africa. Further, it investigates potential gaps in the existing laws, and how they can be addressed from a comparative point of view. The book also sheds light on the roles that different actors can play in fostering change and identifies best practices in the implementation of REDD+ in Africa. The book offers a rich intellectual resource for various actors in the environmental science, climate and environmental law fields who are often confronted with the challenge of how to manage the delicate balance of forests as a development resource; forests as a climate-change mitigation resource; and forests as a catalyst for the rights of vulnerable populations. The book responds to the imbalance and gaps in REDD+ scholarship. Addressing such lacuna in an edited volume of this nature is essential to the present and future work of practitioners, academics and other actors with a sustained interest in REDD+ in Africa.
