The 2012 LEDS Collaboration in Action workshop in London provided an interactive space for members to share experiences on cross-ministerial LEDS leadership and to learn about concrete development impacts of LEDS around the world. Inspired by these stories, the Kenya's Ministry of State for Planning, National Development and Vision 2030 (MPND) began to collaborate closely with the Ministry of Environment and Mineral Resources to create strong links between climate change action and development in the country, culminating in the integration of Kenya's National Climate Change Action Plan and the country's Medium Term Development Plan.

Yet, decades of intergovernmental negotiations have failed to curb toxic levels of fossil fuel energy-related air pollution which the World Health Organization (WHO) has identified as the world's largest, single environmental health risk. Lying in plain view are the troubling truths about the morbidity and ill-health burdens associated with anthropogenic climate change that are borne by those who have done the least to contribute to per capita emissions of greenhouse gas emissions. Ignoring the nexus between air pollution, lack of access to clean energy and climate adversities represents a collective failure of the UN's ambitious, universally agreed upon 2030 Sustainable Development Agenda (SDA) which pledged 'to leave no one behind'. This book highlights the air pollution crisis that emanates from the heavy reliance on polluting forms of energy and the urbanization of poverty in developing countries. It provides a framework for understanding why the broader sustainable development community needs to address the more neglected intersection between adverse climatic impacts and energy-related air pollution which devastates the lives of the poorest and most vulnerable amongst us, especially young children, women and the elderly. It focuses on the importance of breaking down persistent global silos and goals on sustainable energy for all, and climate change reflected in the UNs 2030 SDA, and the 2015 Paris Agreement. Integrating clean air and climate mitigation measures that specifically include curbing short lived climate pollutants such as black carbon via innovative partnerships/modalities are seen as vital to clean energy and climate responsive action. This book argues that linked actions by non-nation state actors aimed at reducing air pollution and ameliorating short term climate pollutants in the most populous cities, particularly in countries like India where annual average particulate matter pollution levels consistently exceed WHO guidelines are essential in reducing grave health costs and disease burdens. Air Pollution, Clean Energy and Climate Change will be of particular interest to policy makers, researchers, environmental advocates, civil society stakeholders and practitioners who want to understand the urgency of addressing linkages between climate change, fossil fuel energy, air pollution and public health risks. Transparency is crucial but still largely missing from the drive to report on current actions and scale them up. The Climate Initiatives Platform (CIP) is a vital transparency tool for international cooperative climate initiatives, so called ICIs, driven by non-state actors. The CIP provides open-source data on many aspects. It is also the data provider to the UNFCCC Global Climate Action portal NAZCA on ICIs. The aim of this project is to improve the CIP further. This document presents a strategy for tracking progress, including an impact-monitoring framework. In addition, analyses of progress with ICIs and of their coverage versus the potential emission reductions in certain sectors are provided.

As part of its final report, the Panel called for a “data revolution” and recommended the formation of an independent body to lead the charge. In this report, CSIS and JICA-RI analyze the challenges and opportunities that exist in the pursuit of the data revolution. The report also considers two developing-country cases—Laos and Myanmar—in the broader context of what will be needed to enable “leapfrog” data technologies to take hold and ultimately drive the data revolution without following the linear progression of development laid out by countries of the Organization for Economic Cooperation and Development. We asked 15 key questions on objectives, possible partners, possible activies, governance and funding. IIED consulted widely on the World Bank's idea of a Global Forest Partnership. More than 600 forest experts responded to IIED's survey or participated in focus groups in Brazil, China, Ghana, Guyana, India, Russia and Mozambique, as well as at international meetings. A majority agreed a new partnership was needed to protect forests and forest-based livelihoods, but pointed out ways it should diverge from the bank's initial idea if it is to really serve local needs on an equitable basis with the rapidly changing global forestry agenda. IIED also reviewed more than 50 existing initiatives to identify the proposed alliance's potential partners and the gaps it could fill.
