Book excerpt: Governments own a vast array of real property--from large stretches of land to public housing projects, from water distribution systems and roads to office buildings. Typically, management of public property is highly fragmented, with responsibility for each type of asset falling within a different agency or bureaucracy. In almost all countries, different classes of property are managed according to their own rules, often following traditional practices rather than any assessment of what type of management is appropriate. Over the past decade, however, a new discipline has emerged that examines this important component of public wealth and seeks to apply standards of economic efficiency and effective organizational management. Managing Government Property Assets reviews and analyzes this recent wave of activity. The authors draw upon a wide variety of national and local practices, both in countries that have been leaders in management reforms and in countries just beginning to wrestle with the problem. This comparison reveals that the issues of public property management are surprisingly similar in different countries, despite striking differences in institutional contexts and policy solutions.

Book excerpt: This is the first book to reveal the extent to which nonprofit organisations, despite their invisibility in official statistics, have become one of the clearest expression of social and cultural change in France. Edith Archambault argues that the nonprofit organisations have a unique ability to marry private initiative with public cocerns and therefore become the most flexible partners of modern social policies.

Book excerpt: The OECD Glossary of Economics, which is the fruit of the every day work of the OECD’s translators and experts, is designed to be an essentially pragmatic reference tool. This updated and expanded edition of the 1992 Glossaire de l’économie anglais-français contains some 30 000 terms and expressions, covering a wide range of subject areas: general economics, statistics, finance and banking, trade, management, accounting, insurance, manpower and employment, development and tax. The glossary also explores new fields, such as money laundering and financial engineering. It gives brief descriptions of four specialist areas (financial analysis, money laundering, credit derivatives and transfer prices) and the English equivalents of the basic concepts. It will provide a valuable service for anyone required to read and draft in English or French - economists, journalists, translators, interpreters, teachers and students.

Available in PDF, EPUB and Kindle. Book excerpt: Senegal claimed political independence from France in 1960, and Leopold Sedhar Senghor became Senegal's first president. Even though Senegal was no longer a French colony, Senghor was determined to maintain the dominance of French culture and language in his country. However, pressure to give national languages more power and space, which had already started during French occupation, continued intensely after independence. Senghor's political adversaries as well as teacher and student unions, workers, and various activist groups roundly criticized Senghor's government for the language and education programs he chose for the Senegalese people. The issue of national languages thus became a major political issue in Senegal with a far-reaching and longstanding impact. This book is a comprehensive study on the current language policies and practices in Senegal. It illuminates the tension that has arisen from the enduring colonial legacies and their influences in postcolonial language policies in Senegal. It also highlights the need for vigorous policy change to recognize the Senegalese languages, especially in education, and how the preservation of these languages is critical to identity and culture issues. The book shows that it is important for the Senegalese people to retain their original local languages and how French and English are not simply the only languages needed for Senegal's success in the globalized economy. In addition to a detailed history with supporting facts and figures, this study also links socioeconomic, cultural, and political events in its analysis of the unstoppable rise of Wolof, which is posing a significant threat to the already-fragile local linguistic ecology. This book will be of interest to scholars in applied and social linguistics, African studies, and policy studies.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the result of an international study by leading economists and sociologists from across Europe and North America. The response of the new social economy (primarily voluntary and co-operative sectors) to social exclusion and employability in the context of crises of unemployment and the welfare state is of wide international concern. This book looks specifically at the growth of enterprises and initiatives whose primary aim is the integration of unemployed and disadvantaged people into work. A common framework has been used in each of the country studies, thus allowing an interesting international comparative perspective to be developed. There is considerable interest in how the third sector is changing internationally in response to rapidly changing work and welfare systems. By distilling international experience this book makes an important contribution to debates about new ways of addressing the central issues of unemployment and social exclusion of disadvantaged people in society.

Available in PDF, EPUB and Kindle. Book excerpt: Additive manufacturing, which was first invented in France and then applied in the United States, is now 33 years old and represents a market of around 5 billion euros per year, with annual growth of between 20 and 30%. Today, additive manufacturing is experiencing a great amount of innovation in its processes, software, engineering and materials used. Its strength as a process has more recently allowed for the exploration of new niches, ranging from applications at nanometer and decameter scales, to others in mechanics and health. As a result, the limitations of the process have also begun to emerge, which include the quality of the tools, their cost of manufacture, the multi-material aspects, functionalities and surface conditions. Volume 2 of this series presents the current techniques, improvements and limits of additive manufacturing, providing an up-to-date review of this process.

Available in PDF, EPUB and Kindle. Book excerpt: Could regional integration be a first step toward joining the global market? In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. It will be of interest to researchers working in this area. Elias T. Ayuk is Director of the United Nations University Institute for Natural Resources in Africa in Accra, Ghana, and was formerly a senior program specialist at the International Development Research Centre. Samuel T. Kaboré is a researcher/lecturer at the Faculty of Economics and Management at the University of Ouagadougou II, Burkina Faso. IDRC also encourages sharing this knowledge with policymakers, other researchers, and communities around the world.
