Current educational theories suggest that learning is a matter of reconstructing knowledge by the learner rather than a mere transfer of knowledge from an expert to a novice. The most appropriate strategy for teaching and learning therefore is to make explicit the learner's pre-concepts, create cognitive conflicts with the scientific concepts where necessary and thus prepare the learner for adapting his/her conceptual thinking. For materials, it is known that young children even have difficulties in understanding basic concepts related to materials and material properties. Other conceptual barriers arise at late ages. One particular conceptual issue in learning materials in a design context is the relation between the physical nature of the artifact-in-design and the functional-artifact-in-design. This implies that learning about materials comprises at least three types of knowledge: knowledge of the material properties, knowledge of desired functions and knowledge of relations between these two (“this material is proper for that function, or: this function can be realized with that material). Recently, it has been suggested that abstract notions such as material properties and artifact functions should be learnt by going through a series of contextual experiences, from which generic characteristics can be derived that enable the learner to develop the more abstract notion. This is what is called the concept-context approach.

In the meanwhile an extension of the programme has resulted in 8 extensions of existing projects and 8 new projects, bringing the number of projects to 30, with a corresponding total budget of 99. 9 million ECU. The programme has three main areas: telecommunication, delivery information systems, and design and production. In the projects, in total 201 organisations (industrial, commercial, and universities) from 12 European Union member states and 5 EFTA countries are represented. The DELTA programme pays much attention to the exchange of ideas and dissemination of information both between individual DELTA projects and between DELTA projects and other initiatives in the EU. Meetings in which DELTA projects are involved are held several times a year as so-called 'concertation meetings', meetings where also non-DELTA projects participate are called 'concerted actions'.

Students have evaluated several products of the system in terms of presentation of the learning material, ease of use and record keeping. A generic learning package has been evaluated for these qualities as a comparison. The preferences of the users for computerbased learning materials and other more traditional methods of teaching and learning have been examined, as have the learning styles of the users.

Although the focus is on computer-based instruction in physics and mathematics at the university- and secondary-school levels, the strategies and problems are universally applicable. At the NATO Advanced Study Institute upon which this volume is based, the obstacles encountered by those engaged in such activities were similar in each of the eighteen countries represented. Despite many false starts by those engaged in applying the computer as a learning aid, we believe unequivocally that the computer presents a unique educational tool yet to be exploited adequately. The reasons for slow development may become obvious as one reads this book: the effort required to achieve measurable success is not trivial. Extensive planning and team efforts are often necessary. Unfortunately, many well-intentioned educators discover this too late.
