Book excerpt: Rūdolfs Blaumanis's 1899 short story masterpiece, based on a contemporary newspaper account, tells of several fishermen lost at sea after the ice floe on which they work calves off and drifts away rapidly. One by one, the thirteen men and a boy must deal with the creeping reality that they may not see the mainland -- or their loved ones -- again. There is fish to eat, and two horses if necessary, but the very surface of the floe is eroding steadily ... and the nights are cold and terrible. Without ever moralising or over-elaborating, Blaumanis coolly and efficiently observes the state of each of the main characters in turn, whether natural leaders, optimists, craven opportunists, terrified, stoic, compassionate or alienated. In the shadow of encroaching death, each must come to some kind of reckoning.

Book excerpt: The literary bestseller that took the Baltics by storm now published for the first time in English. This novel considers the effects of Soviet rule on a single individual. The central character in the story tries to follow her calling as a doctor. But then the state steps in. She is deprived first of her professional future, then of her identity and finally of her relationship with her daughter. Banished to a village in the Latvian countryside, her sense of isolation increases. Will she and her daughter be able to return to Riga when political change begins to stir? Why Peirene chose to publish this book: At first glance this novel depicts a troubled mother-daughter relationship set in the the Soviet-ruled Baltics between 1969 and 1989. Yet just beneath the surface lies something far more positive: the story of three generations of women, and the importance of a grandmother giving her granddaughter what her daughter is unable to provide – love, and the desire for life. 'Nora Ikstena is proving that Latvia is speaking in a bold and original voice.' Rosie Goldsmith, broadcaster and reviewer 'Nora Ikstena's fiction opens up new paths not only for Latvian literature in English translation but for English literature itself.' Book excerpt: The past one hundred years have been a very trying time for Latvia, complete with success, tragedy, and still unrealized promise. Within the course of a generation, the country experienced revolutions, wars and independent statehood, and then the slide into authoritarianism. World War II brought new occupations. The tragedies were staggering: holocaust, executions, and an exodus of refugees. Soviet consolidation bred deportations, forced collectivization and partisan warfare. Almost fifty years later, Latvia regained its independence and emerged from decades of disastrous Soviet rule. This book comprehensively surveys Latvia's recent past and prospects for the new millennium, placing contemporary events in historical perspective. The authors address the evolution of the country from the movement against Soviet rule to the dilemmas of contemporary politics: party formation, the problem of corruption, the quest for the future and a regional and international role, the struggle to develop a civil society, the issue of ethnic relations and the recurring tendency towards statist solutions. Proper attention is also given to economic developments.

Available in PDF, EPUB and Kindle. Book excerpt: In just over a century, Latvia has transitioned from imperial periphery to nation-state, then Soviet republic, and finally following the collapse of the Soviet Union to an independent republic. Defining Latvia brings together the latest research on the multiple social, political, and cultural contexts of Latvia throughout this turbulent period. Its ten chapters are written by leading political scientists, historians, and area studies specialists from across Europe and North America. The volume moves beyond an exclusively political context to incorporate a variety of social and cultural perspectives, ranging from the experiences of Latvian mapmakers in the Russian Empire, to the participation of Latvians in the Wehrmacht and Red Army during World War II, Latvian national communism, and the development of extremist politics following Latvia’s accession to the European Union. Other chapters address developing trends in the fields of history and political science, including the history of antisemitism, memory, language politics, photography, and political extremism. Based on the book’s temporal span from the nineteenth century to the present, the authors and editors of Defining Latvia understand the construction of Latvian identity as a continuous and interconnected process across significant political and ideological ruptures.

Laima, a Latvian-American, chose to leave behind the comforts of life in America to explore the land of her ancestors, which in the 1980s languished behind the Iron Curtain. In writing about her own experiences in a totalitarian state, Soviet-occupied Latvia, Laima delves into her family’s past to understand what happened to her fatherland and its people during and after World War II. She also pays tribute to some of Latvia’s remarkable people of integrity who risked their lives to oppose the brutal and destructive Soviet state.

Available in PDF, EPUB and Kindle. Book excerpt: This open access volume examines experiences of contemporary Latvian migrants, thereby focusing on reasons for emigration, processes of integration in their host countries, and – in the case of return migration - re-integration in their home country. In the context of European migration, the book describes the case of Latvia, which is interesting due to the multiple waves of excessive emigration, continuously high migration potential among European Union member states, and diverse migrant characteristics. It provides a fascinating insight into the social and psychological aspects linked to migration in a comparative context. The data in this volume is rich in providing individual level perspectives of contemporary Latvian migrants by addressing issues such as emigrants’ economic, social and cultural inclusion in the host country, ties with the home country and culture, interaction with public authorities both in the host and home country, political views, and perspectives on the permanent settlement in migration or return. Through topics such as assimilation of children, relationships between emigrants representing different emigration waves, the complex identities and attachments of minority emigrants, and the role of culture and media in identity formation and presentation, this book addresses topics that any contemporary emigrant community is faced with.

Available in PDF, EPUB and Kindle. Book excerpt: In pursuit of societal harmony: Reviewing the experiences and approaches in officially monolingual and officially multilingual countries contains a selection of papers on language legislation that were presented at the International Conference on Language Policy in Multicultural and Multilingual Settings, Mandalay, Myanmar, 8-11 February 2016. The editors, both members of the International Academy of Language Law / Académie internationale de droit linguistique, brought together presentations that deal with language legislation and practices in Europe, Asia, Africa and North America. The contributions show that the post-communist trend in language policy has been vastly represented by attempts to eliminate the language, and even the cultural legacy, of the formerly hegemonic nation/s in countries emerging after the collapse of the system. In doing so officials in these countries tend to link the harmonisation of a diverse society with the idea of homogenising its population, and prioritising the cultural legacy of the titular nation. In contrast, some post-colonial countries are more tolerant of the language of their colonisers but consequently do not sufficiently promote the institutionalisation of their indigenous languages. Furthermore, the absence of visible efforts to follow any legal pattern in this regard often result in a communication gap between government and the various communities.
