Book excerpt: Leak-path factors (LPFs) were calculated for the Nuclear Materials Storage Facility (NMSF) located in the Plutonium Facility, Building 41 at the Los Alamos National Laboratory Technical Area 55. In the unlikely event of an accidental fire powerful enough to fail a container holding actinides, the subsequent release of oxides, modeled as PuO2 aerosols, from the facility and into the surrounding environment was predicted. A 1-h nondestructive assay (NDA) laboratory fire accident was simulated with the MELCOR severe accident analysis code. Fire-driven air movement along with wind-driven air infiltration transported a portion of these actinides from the building. This fraction is referred to as the leak-path factor. The potential effect of smoke aerosol on the transport of the actinides was investigated to verify the validity of neglecting the smoke as conservative. The input model for the NMSF consisted of a system of control volumes, flow pathways, and surfaces sufficient to model the thermal-hydraulic conditions within the facility and the aerosol transport data necessary to simulate the transport of PuO2 particles. The thermal-hydraulic, heat-transfer, and aerosol-transport models are solved simultaneously with data being exchanged between models. A MELCOR input model was designed such that it would reproduce the salient features of the fire per the corresponding CFAST calculation. Air infiltration into and out of the facility would be affected strongly by wind-driven differential pressures across the building. Therefore, differential pressures were applied to each side of the building according to guidance found in the ASHRAE handbook using a standard-velocity head equation with a leading multiplier to account for the orientation of the wind with the building. The model for the transport of aerosols considered all applicable transport processes, but the deposition within the building clearly was dominated by gravitational settling.

Book excerpt: This paper presents a Leak Path Factor (LPF) analysis for a postulated fire accident on a building containing plutonium powder when the resulting outside release is partly through the ventilation/filtration system and partly through other pathways such as building access doorways. When analyzing an accident scenario involving the release of radioactive powders inside a building, various pathways for the release to the outside environment can exist. This study is presented to show how the multiple building leak path factors (combination of filtered and unfiltered releases) can be evaluated in an integrated manner to assess the magnitude of the source term to be used in the consequence analysis. The core of the analysis is to calculate the leak path factor, which represents the fraction of respirable radioactive powder that is made airborne that leaves the building through the various pathways. The computer code of choice for this determination is MELCOR1. The analysis results can be used for the transport and dispersion of powder material released to the atmosphere and to estimate the resulting dose that is received by the downwind receptors of interest. This work can be used as model for performing analyses for systems similar in nature where releases can propagate to the outside environment via filtered and unfiltered pathways. This example provides guidance to analysts outlining the essential steps needed to perform a sound and defensible analysis.

Available in PDF, EPUB and Kindle. Book excerpt: The Leak Path Factor (LPF) for a nonreactor nuclear facility is a critical component for the evaluation of the source term used to evaluate the on-site and off-site consequences when an accident produces aerosols containing radioactive powders that propagate through the facility and finally to the outside environment. The Leak Path Factor is defined as the fraction of the airborne radioactive particulate material that is in the respirable size range within the building that escapes via available pathways to the outside environment. This paper presents a methodology to evaluate the LPF for various accident conditions (e.g., seismic event, fire) that could take place in a nonreactor nuclear facility using MELCOR computer code. The methodology presented could enable analysts to efficiently model facilities to assess the magnitude of the LPF by evaluating its various components.

Book excerpt: The Leak Path Factor analysis has been traditionally performed at Savannah River Site for various facilities subject to accident analysis. This paper addresses some recent work for the FB-Line building, which needed refinements to previous work that was based on a single volume approach. To model the entire building and all its simultaneous spills of contaminants in the different floors after a seismic event, a more complex multi-compartment analysis was performed using the CONTAIN 2.0 computer code. This work enabled the analysts to improve the assessment of the source term for the subsequent evaluation of the onsite and offsite doses.

Book excerpt: This publication is a revision by amendment of IAEA Safety Standards Series No. SSG-15 and provides recommendations and guidance on the storage of spent nuclear fuel. It covers all types of storage facility and all types of spent fuel from nuclear power plants and research reactors. It takes into consideration the longer storage periods beyond the original design lifetime of the storage facility that have become necessary owing to delays in the development of disposal facilities and the reduction in reprocessing activities. It also considers developments associated with nuclear fuel, such as higher enrichment, mixed oxide fuels and higher burnup. Guidance is provided on all stages in the lifetime of a spent fuel storage facility, from planning through siting and design to operation and decommissioning. The revision was undertaken by amending, adding and/or deleting specific paragraphs addressing recommendations and findings from studying the accident at the Fukushima Daiichi nuclear power plant in Japan.

Available in PDF, EPUB and Kindle. Book excerpt: The large, highly compartmentalized configurations of buildings at many Department of Energy (DOE) facilities call the validity of traditional, simplistic methods for estimating contaminant leak path factors (LPFs) into question. Conversely, rigorous calculation of LPFs using detailed flow-field analysis computer codes is impractical for routine analysis. This paper describes a recent application of a rigorous, yet practical, method of calculating LPFs for the Chemical and Metallurgical Research (CMR) Facility at Los Alamos National Laboratory (LANL). The approach involves computer simulation of airborne contaminant transport using the MELCOR computer code. MELCOR is a general-purpose, fluid flow and aerosol transport analysis code originally developed by the US Nuclear Regulatory Commission to evaluate the release, transport, and deposition of radionuclides in nuclear reactor systems. However, the fundamental mathematical models in the code and the modular code architecture make it suitable to the CMR analysis.

Book excerpt: Over the past decade significant progress has been achieved in the development of waste characterization and control procedures and equipment as a direct response to ever-increasing requirements for quality and reliability of information on waste characteristics. Failure in control procedures at any step can have important, adverse consequences and may result in producing waste packages which are not compliant with the waste acceptance criteria for disposal, thereby adversely impacting the repository. The information and guidance included in this publication corresponds to recent achievements and reflects the optimum approaches, thereby reducing the potential for error and enhancing the quality of the end product. -- Publisher's description.
