The learning literature and the leadership literature identified the following leadership learning processes: (1) experience, (2) observation, (3) reflection, (4) experimentation, (5) interpersonal interactions, (6) organizational cultural, (7) formal instruction (i.e., conceptualization), and (8) self-direction. To test the research questions, the author conducted 25 focused interviews with Naval Academy midshipmen, Naval Postgraduate School students, and Naval Academy leadership instructors. The interview data was transcribed and analyzed. The data analysis yielded eight general themes related to midshipmen leadership development. The data suggested midshipmen learn leadership from the following sources: experience, observation, reflection, interpersonal interaction, and organizational culture. The interview data further suggested midshipmen do not learn leadership from formal classroom instruction; however, the officer interview data supported conceptualization (i.e., theoretical instruction) as an important leadership learning process. The officer interview data suggested that graduate students and leadership instructors use an integrated (i.e., systems) approach to learn leadership.

Book excerpt: Company officers at the United States Naval Academy are responsible for the leadership development of midshipmen. To attract higher quality officers to serve as company officers for the Brigade of Midshipmen and to provide officers with an opportunity for an advanced degree, the Leadership Education and Development (LEAD) Program was established in 1997. This program allows Navy and Marine Corps officers to receive a Master of Science in Leadership and Human Resource Development from the Naval Postgraduate School. After the first year, the program graduates serve two years as company officers and work closely with the midshipmen of the brigade. This research uses data obtained from semi- structured interviews and self-administered questionnaires of 27 LEAD program graduates. It focuses on the perceptions of graduates concerning the perceived strengths and weaknesses of the program, and makes recommendations for change and improvement. This research adds to the body of knowledge and recommendations that exist and serves as a five-year retrospective on the perceptions of the effectiveness of the program and whether or not the program is perceived to be meeting its goals.

Book excerpt: This thesis explores the leadership opportunities available to midshipmen at the United States Naval Academy, from the perspective of the midshipmen. The purpose was to identify which leadership opportunities, experiences and influences are viewed as nightly beneficial to their development as leaders. The research was primarily qualitative in nature, using focus groups with 12 cohorts of midshipmen. Additionally, a quantitative analysis was conducted to compare and contrast toe results. The results of this study indicate that the midshipmen primarily learn leadership from other midshipmen, role models, formal leadership positions they fulfill (specifically small unit leadership positions), gender relations and the classroom environment. This thesis presents recommendations to highlight and expand additional leadership positions, experiences or opportunities for midshipmen leadership development. Recommendations for improvements in leadership instruction are also provided.

Book excerpt: This thesis addresses several issues identified in the analysis and design phases of the Instructional Systems Development process to develop an IMI leadership program for the Naval Academy. The overarching goal is to provide the Naval Academy with a study that uses current research and existing innovative leadership programs to answer questions that need to be resolved in developing a program consistent with the Naval Academy's leadership training philosophy. The results suggest that an IMI program can be developed that is consistent with the Naval Academy's leadership development program. The IMI leadership program must incorporate learning theories utilized by midshipmen including observational learning and the Experiential Learning Model. Of the leadership training methods reviewed, the most promising include role playing, simulation, and behavior modeling implemented through interactive multimedia instruction. It was concluded that an IMI leadership program must include learning objectives that take into account not only the theories of leadership taught at the Naval Academy, but also the situational components of leadership. Methods for developing scenarios consistent with the many leadership and counseling theories taught at the Naval Academy, linking past decisions to selection of future scenarios, modeling personality, and providing effective feedback to the midshipmen and the Naval Academy for performance measurement are discussed.

Those studied are former midshipmen from the classes of 1980 through 1985 who were carefully screened by USNA's leadership selection process to hold significant leadership positions in their final year at the Academy. Using data compiled from several sources, non-linear logistic regression methodology is employed to determine statistically significant actors for selection and whether such individuals have a statistical advantage in later promotion as officers. Qualitative data in the form of surveys are used to analyze current midshipmen satisfaction with the selection process and recent midshipmen leaders. Results indicate that these midshipmen leaders were the most promising candidates for admission to the Academy and the most successful midshipmen in all areas of performance, especially academics and military conduct grades. They also are found, as a whole, to have a higher promotion rate at the Commander promotion board. However, analysis of the views of recent midshipmen and midshipmen leaders indicates that other measures, such as peer and subordinate evaluations, may improve the process of identifying the most promising leaders and role models for the Brigade of Midshipmen and the U.S. Navy.

Book excerpt: In 1996 the Naval Postgraduate School (NPS) in Monterey, CA designed a graduate education program for Navy and Marine Corps officers who are detailed to the U.S. Naval Academy (USNA). The students complete a Master of Science degree in Leadership and Human Resources Development, then assume duties as a Company Officer. This study is a formative evaluation of the Leadership Education and Development (LEAD) program. Its purpose is to determine the strengths and weaknesses of the program, whether the graduates perceive that their leadership skills changed as a result of the program, and provide recommendations for improvements to the program. A literature review includes a discussion of educational program evaluation and qualitative measurement procedures. Interviews were conducted with all members of the first graduating LEAD class. It was found that the graduates believe that the program was beneficial, had a positive effect on their leadership styles, and with some modification, will be a useful tool in educating Company Officers. It is recommended that coordination and communication between and among NPS and USNA staffs be increased to reduce redundancy within the curriculum, take full advantage of LEAD's proximity to USNA, and obtain a common understanding of LEAD program effectiveness criteria.

These processes culminate into a performance measure called the Military Performance grade. This research uses detailed literature reviews to support the operationalized model of the Naval Academy's midshipman development process. The model uses secondary data from the Bowman-Mehay data files for Naval Academy classes 1980 through 1985. Evaluated in this research are the outcomes of the Linear and LOGIT regressions of the fleet success measures of Officer Performance, Promotion, and Retention. This research indicates some surprising results about the role of academics, physical education, athletics, and the Military Performance grade on the development of future Naval officers. The Military Performance grade is consistently the best predictor of fleet success measures.
