Book excerpt: Resolution 13.04, "A Document in Support of an Academic Culture," adopted at the Fall 2007 plenary session, asked the Academic Senate for California Community Colleges (Academic Senate) to "create a document that sets out the basic elements of a higher education institution, particularly within California's community college system." Addressing this resolution prompts a wider reflection on the role of educational institutions within their historical and social contexts. Describing the elements of a higher education institution also prompts a discussion of similarities and differences between California's community colleges and K-12 institutions on the one hand, and California's public baccalaureate-granting entities on the other. While this paper makes no new recommendations, it makes explicit the assumptions that underlie a range of existing Academic Senate positions, resolutions, and recommendations in a broader context than has sometimes been the case. This broader context is especially relevant given the ongoing need of modern societies for an educated and highly skilled citizenry in spite of boom and bust economic cycles incapable of supporting all levels of education consistently. Book excerpt: The purposes of this phenomenological inquiry was to examine the challenges faced by administrative leaders of Disabled Student Programs and Services (DSPS) at California community colleges (CCC) from the perspectives of current practitioners. This study was undertaken for the following reasons: (a) the increasing number of students with disabilities accessing the CCC has implications for the colleges' abilities to serve this population effectively; (b) every CCC campus is mandated to employ a designated coordinator for DSPS, the leadership skills of whom can have a direct impact on the educational access and success of students with disabilities; and (c) the anticipated leadership crisis in DSPS administration due to the retirement of current coordinators leads to a need for information concerning skills needed by DSPS administrators. The research design used an interpretive social science philosophical approach and phenomenological method. Two research questions guided the inquiry: (a) What are the leadership challenges experienced by DSPS mid-level administrators? (b) Which leadership knowledge and skills are needed to deal with the challenges? Six mid-level administrators of DSPS at a California community college were interviewed regarding: (a) the challenges they face leading their programs; and (b) the skills and knowledge needed to address these challenges. Data emerging from these interviews were analyzed resulting in the identification of several themes about the challenges these leaders faced and what skills and knowledge needed to effectively address those challenges. The significance of this study is threefold. The first is to give voice to the lived experiences of a group of mid???level community college administrators who lead disability services programs. The second is to identify the specific challenges to leading these programs based on the insights gained from the review of the relevant literature and the perceptions of the practitioners interviewed. The third is to add to the currently limited scholarly literature regarding the challenges of leading disability support programs for college students from the perspective of the program leaders. Given these insights and literature related to the topic, the study's findings offered several implications for these student affairs professionals as well as the practice of leading DSPS on the CCC campus.

Book excerpt: This case study of leadership in crisis at Meadow View Community College (fictitious name) was undertaken to add to the practical and theoretical knowledge and understanding of presidential leadership issues that actually occur in American community colleges. The college under study one of nearly one-third of the community colleges in a western state that recently experienced conflict, controversy and crisis in leadership. The leadership crisis was defined as the college president and members of his administration receiving from campus constituents three votes of "no confidence" in approximately two years. The study focused on the problem of what can be learned from a case study of one community college enduring a crisis in leadership. Research questions guiding the study were: (a) what does the literature have to say about leadership and leadership in crisis; (b) how did the crisis in leadership occur at the Meadow View Community College and what were the situational preconditions and catalytic events surrounding the crisis; (c) what were the perceptions of the leadership crisis as viewed by the Board of Trustees, administrators, faculty, staff, student leadership, and the college president; (d) what did Meadow View Community College constituents learn from the leadership crisis experience; and (e) what can this case study of leadership in crisis contribute to the body of knowledge in community college leadership? The case study utilized naturalistic, qualitative research methods, triangulation of data, and rich "thick description" of respondents' constructions of the leadership crisis context. Respondents (N=34) included the college president, board members, administrators, faculty, staff, and student leaders. Events, patterns and themes which characterized the leadership crisis context were described and fixed and variable factors were identified. Findings suggested how the college president and Board of Trustees may have averted the crisis in leadership.
