Dans cette étude, nous souhaitions étudier la segmentation morphologique lors de la reconnaissance des mots écrits, question encore peu investiguée chez l'apprenti-lecteur et en langue française. Récemment, une étude française (Quémart et al., 2011) a mis en évidence chez des enfants deux niveaux de traitement morphologique : un premier niveau, pré-lexical, qui traite les aspects formels des morphèmes alors que le second, plus tardif, implique des connaissances sémantiques. Chez le lecteur expert, l'identification des unités morphologiques segmentées pré-lexicalement est supposée dépendre de processus orthographiques. Chez l'apprenti-lecteur, l'importance de la phonologie dans la reconnaissance des mots écrits conduit à concevoir l'intervention des connaissances phonologiques dans la reconnaissance des unités morphologiques segmentées pré-lexicalement. Ainsi, nous avons examiné l'hypothèse que chez l'enfant l'identification des unités morphologiques reposerait sur l'information phonologique. Afin de tester cette hypothèse, nous avons proposé à 60 enfants de CE2 une tâche de décision lexicale, composée d'amorces-mots et d'amorces-pseudomots présentées pour des durées d'amorçage de 60 ou 250 ms. Les cibles étaient précédées d'amorces-mots morphologiques (boulette -BOULE), de contrôle orthographique (chardon - CHAR) et de contrôle sémantique (abeille - MIEL) ; et d'amorces-pseudomots morphologiques (balençoire - BALANCE), de contrôle phonologique (balançonve - BALANCE), de contrôle orthographique (balonçoire - BALANCE) et d'une condition sémantique (chaivre - FROMAGE). Cette étude a mis en évidence une contribution phonologique dans les effets de segmentation morphologique pré-lexicaux. Nos résultats nous amène à envisager une contribution de l'information phonologique dans la reconnaissance des unités morphologiques segmentées pré-lexicalement. Enfin la différence entre les amorces-mots, où la segmentation morphologique semble posséder une composante sémantique, et les amorces-pseudomots, où la segmentation est seulement morphologique, nous a conduits à discuter les résultats dans le cadre de l'hypothèse d'un niveau intermédiaire des lemmas, interface entre les propriétés formelles et fonctionnelles des mots (Taft et Nguyen-Hoan, 2010).

De récentes études ont mis en évidence deux étapes organisées hiérarchiquement, dans le traitement des unités morphémiques, l'une pré-lexicale, l'autre plus tardive. Si chez l'adulte le traitement des unités morphémiques repose sur l'information orthographique, la question n'avait jamais été directement examinée chez l'enfant. En effet, le rôle fondamental joué par le codage phonologique chez le jeune lecteur conduit à s'interroger sur la possibilité d'un codage phonologique des unités morphémiques. C'est ce que cette étude se propose d'examiner auprès de 48 enfants de CEI, dans une tâche de lecture à voix haute de mots cibles amorcés par des pseudomots décomposables en base + affixe, et dont la base correspondait soit au mot cible ("brossette-BROSSE"), soit à un pseudomot homophone du mot cible ("brocette-BROSSE"). La performance à ces essais était comparée à celle obtenue lorsque l'amorce n'était pas décomposable en base + affixe ("brossende-BROSSE", "brocende-BROSSE"). Deux durées d'amorçage masqué ont été utilisées (60 et 120 ms). Dans l'ensemble, les résultats ne révèlent pas d'effets d'amorçage morphologique. Toutefois, la similarité orthographique entre amorce et cible ("brosse" est présent dans "brossette" et "brossende") facilite la performance, suggérant donc un traitement de l'amorce. Face à l'absence d'effets évidents de segmentation morphologique, plusieurs analyses post-hoc ont été conduites, prenant en compte la possibilité que la répétition des mots cibles ou l'existence de mots enchâssés dans les amorces ("cette" dans "brocette") aient affectés la performance. Bien que ces résultats soient à interpréter avec précaution, il semblerait que l'hypothèse du codage morphologique puisse être envisagée et que les traitements morphologiques reposeraient davantage sur des processus orthographiques chez l'apprenti-lecteur. Dans de futures recherches, il serait intéressant de poursuivre la question du codage morphologique chez l'enfant mais en adaptant le protocole selon les difficultés que nous avons rencontrées.

On constate également que les rares modèles de d'apprentissage de la lecture qui intègrent cette dimension décrivent son intervention de façon tardive, c'est-à-dire une fois que l'apprenti-lecteur maîtrise le recours à la médiation phonologique (au CE2). L'hypothèse que nous émettons dans cette étude est que la morphologie interviendrait précocement, dès le CP, dans l'apprentissage de la lecture et de l'orthographe indépendamment de la phonologie et du vocabulaire. Pour cela, nous avons conçu, dans un premier temps, un protocole d'évaluation de la conscience morphologique que nous avons proposé aux enfants de ]a GSM au CE2 afin de réaliser une étude évolutive des compétences morphologiques implicites et explicites et de confronter ces données, dans un second temps, aux épreuves de lecture et d'orthographe, et aussi à celles de phonologie et de vocabulaire dont nous connaissons aujourd'hui l'implication dans l'acquisition du langage écrit. Les résultats obtenus confirment notre hypothèse initiale, à savoir que, les connaissances morphologiques des enfants de CP sont suffisamment développées pour être utilisées activement dès le début de l'apprentissage de la lecture et qu'elles jouent un rôle non négligeable aux côtés de la phonologie et du vocabulaire.Ainsi, en complément du travail sur les correspondances lettres-sons, nous pensons qu'un enseignement de la lecture (et de l'orthographe) incluant le code graphomorpho]ogique faciliterait l'apprentissage de la lecture.

The analysis presented here was performed with two main goals first, to inform the Government s Poverty Reduction Strategy; and second, to serve as a baseline for future assessments of changes in living standards and the identification of critical issues for deeper examination. Iraqi living standards have two unusual characteristics. First, they have fallen over the past generation. Second, they feature surprisingly little inequality. These characteristics are both rooted in Iraq s recent history of authoritarian government, war, military occupation, insurgency, and civil strife leading to infrastructure destruction and population displacement. There have been few opportunities for individuals to prosper from professional or entrepreneurial activities. Decades of neglected investment have resulted in deterioration of social services and economic infrastructure. Consequently, individuals have lacked capabilities to prosper and an investment climate conducive to prosperity. School enrollment and life expectancy have declined. Extremely low returns to education reflect the combination of poor educational quality and lack of employment opportunities. In terms of economic infrastructure, access to reliable electricity and water, and even access to paved roads are low, are further reflections of decades of neglect. While the upper end of the distribution has been pulled down by a lack of opportunities, the lower end has been supported by direct government provision of food. The Public Distribution System (PDS) provides 85 percent of food needs. While PDS has been useful as a safety net for the poor and the vulnerable, the system is expensive, inefficient, and fiscally risky. Indeed, PDS food rations account for a far greater share of public spending than does education or health. Going forward, Iraq faces two main challenges. First, although Iraq does not have to develop from scratch, it faces a formidable challenge in re-development. Second, a shift by the Government is required from direct provision of basic subsistence toward investment in human capacities. The Government can provide an enabling environment through investments in economic infrastructure and services to business and citizens, thus allowing the population to make productive use of education and their own labor. Both challenges are now being taken up by the Poverty Reduction Strategy, which articulates a detailed set of required actions and outlines priorities for government spending.

The volume aims to capture the state of the art in this rapidly expanding field. An attempt is made to clarify the vague and often inconsistent definitions of functional literacy from the perspective of development. Cognitive, linguistic, educational, and social factors of literacy development are all taken into account. The volume consists of three subsequent parts. The first part goes into phonological precursors of literacy development. In this part the focus is on the development of early language precursors of of reading and writing. The cultural foundations of these precursors are explored, and their links with reading development are dealt with in detail. Different psycholinguistic approaches are also proposed to explain the occurrence of literacy problems. In the second part, the scope is on the constraints of reading and writing efficiency at the word level and beyond. The acquisition of reading and writing is seen as a result from the interaction between phonological, orthographic, and semantic processes. A crosslinguistic perspective is taken on the role of writing system factors in the acquisition of literacy skills. The final part deals with the role of social and educational factors in literacy acquisition. Starting from a crosscultural perspective, the central issue is how the attainment of functional literacy is dependent on sociocultural variation. The predictors of more advanced levels of literacy development are considered, including foreign language literacy and adult literacy.
